Description

Synopsis: NAVSUP FLC Code 215.4, Mechanicsburg on behalf of NAVSUP Business Systems Center (BSC) intends to award a Sole source contract to Microsoft Corp., for a follow-on service of Microsoft Premier Services // Contract N0018914PQ033 9/30/2014 to 9/29/2015 This sole source justification is for the negotiation and issuance of an Open Market order under the authority of FAR Part 13.106-1(b) to acquire Microsoft Premier Support Services for the Naval Supply Systems (NAVSUP) Command Activities. Pursuant to FAR 6.302-1(a)(2)(iii), this authority is appropriate when, for DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agencys requirements. Microsoft is the Original Equipment Manufacturer (OEM) and owner of the source code information of the Microsoft software licenses and software assurance being utilized within the NAVSUP claimancy. Premier Support Services covers all Microsoft products and technologies providing 24/7 deep-rooted expertise in 1) IT problem resolution for specific symptoms encountered while using Microsoft products; 2) proactive workshops and events for technical information to assist in the design, development or deployment of Microsoft technologies; 3) support assistance that provide short-term advice and guidance for problems not covered with problem resolution support as well as requests for consultative assistance; 4) on-site support that allows two site visit depending on the situation, environment and business impact of the issue; 5) Designated Engineering Support for platform and system centers providing deeper technical expertise along a specific Microsoft technology such as Exchange, Windows, SharePoint, SQL server or other Microsoft technologies specific to NAVSUP ™s environment and 6) Management services to help build and maintain relationships with Microsoft Service Delivery Staff to coordinate the support and services for problem resolution, workshops and support assistance services. Purchasing Microsoft Premier Support enables NAVSUP activities to receive extended technical support services not available under NAVSUP ™s Microsoft Enterprise Licensing Agreement (ELA) M67854-12-A-4701 MZ09.
