- Notice of Intent to Sole Source ? Nuclear Incident Work Group Meeting September 18, 2014 Procurement Office: U.S. Environmental Protection Agency, HPOD Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 Response Date/Time: September 29, 2014/10AM (Eastern Standard Time) The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR) in Washington, DC, intends to award a Purchase Order to International Commission on Radiation Units and Measurements (ICRU), under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to subsidize ICRU to identify international experts and convene a working group of those experts who will work with EPA, the Department of Energy (DOE), and the Nuclear Regulatory Commission (NRC) to identify myriad of measurements necessary to respond and recover from a large scale nuclear incident. It is EPA?s intent that the culmination of these efforts with ICRU, DOE, and NRC result in an ICRU publication, available to the public and international community concerned with such matters. The anticipated period of performance is October 2014 ? June 2016. ICRU is a 501(c) (3) non-profit, non-governmental organization (NGO) that has as its objective the development of internationally acceptable recommendations regarding quantities and units of radiation and radioactivity. ICRU is uniquely positioned to convene international experts with direct experience in responding to the Chernobyl and Fukushima nuclear power plant accidents. It has been determined that ICRU is particularly well suited to address the question of what measurements are required to answer critical questions following a radiological incident accompanied by large releases of radioactivity into the global environment. The North American Industry Classification System (NAICS) code for this procurement is 541712. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and submitted to Esther Kim, Contracting Officer, to kim.esther@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
