- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA250-14-Q-0811 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This is a full and open competition and the associated NAICS code is 811219 and the size standard is $19.0 in millions of dollars. The requirement is to perform preventive maintenance inspection on electrical switchgear (power distribution equipment). This is a one-time buy for a three year occurrence. See attached statement of work for description and requirements. See VHA SOP 160-10-01 and Wage Determinations under Service Contract Act. Delivery location is Chalmers P. Wylie VA Ambulatory Care Center, OH and shall be FOB destination. Delivery is required by October 15, 2014. Three-Year Electrical System Preventive Maintenance Survey Statement of Work 1.0 GENERAL Provide all labor, material, tools, equipment, and personal protective equipment (PPE) to perform required testing on the electrical distribution according to National Fire Protection Association (NFPA) and the Joint Commission at the Chalmers P. Wylie VA Ambulatory Care Center (VA ACC). Work shall be performed by journeyman electricians qualified for the voltage level of the various equipment. Due to the nature of the work, all work will be performed on Saturday and Sunday. All work shall be coordinated with Engineering Service. Contractor shall schedule work 4 weeks in advance to assure proper coordination with facility staff. Work to be completed by October 15, 2014. 2.0 CONTRACTING OFFICER'S REPRESENTATIVE (COR) The Contracting Officer's Representative (COR) will be the principal liaison for the Contractor during the duration of the contract and must be contacted prior any performance on equipment. 3.0 SPECIFIC TASKS At a minimum, the work shall include the following: -Transformer of 500KVA or larger shall be cleaned interiorly, inspected for sign of overheating with an infrared thermal detecting equipment and inspected for any damages to the housing, connection points, or insulation. -Dry type transformers must be thoroughly cleaned, both interior and exterior, and inspected for overheating with infrared thermal detecting equipment. -Electrical equipment (including, but not limited to Automatic Transfer Switches (ATS) switchgears, switchboards, distribution panels, motor control centers, and all related components) will be inspected, tested, maintained, and/or calibrated as follows: "Use lint-free rags to clean conductors, contact points between the circuit breakers and main buss bars, buss bars and interior of the electrical equipment. Use a vacuum cleaner to remove large debris; COMPRESSOR AIR IS NOT TO BE USED FOR THIS PURPOSE. Visually inspect for signs of overheating, misaligned contacts, damage insulation, or lose lugs. "Lubricate all moving parts with manufacturer's approved lubricants "Test and exercise circuit breakers located in switchgears, switchboards, distribution panels to ensure operation under overload and short circuit conditions. "Test ground fault protection devices for proper function if they are installed in the Electrical Power Distribution System. "Inspect and tighten ground connections. Test ground resistance for the entire facility grounding system. "Identify the hot spot in the electrical equipment by using infrared thermal detecting equipment. This work item must be done while the Electrical Power Distribution System is energized. Appropriate safety precautions must be taken before, during and after scanning the system. Use an infrared scanning camera to detect hot spots for all equipment listed in the attached electrical equipment listing. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers' specifications. "Calibrate and maintain adjustable protective relays. "Test all control systems equipment for proper operation after maintenance is performed and before placing them back in operation. "Full testing shall be performed for all breakers rated above 200 Amps throughout the facility. -Provide complete written report of the work performed. Information shown in the report shall be as follow: "Company's name, address, telephone and fax numbers. "Name and signature of contractors who perform the maintenance and testing. "VA Work Contract Number, name and number of VA Contracting Officer. "Date and Time of Work. "Copies of contractors' valid license, professional and training certificates. "Descriptions and model number of specialized tools and equipment used, such as torque wrench, infrared scanning camera, etc. "Location, type, name, and nameplate information of electrical equipment to be maintained and tested. "Description of work items. "Test data. "Submit two (2) hard copies of the complete written report, and one (1) CD-Rom of the electronic version of the report in Microsoft Word format to the COR within fourteen (14) calendar days of work. "Provide recommendations for any repair, replacement, or other potential corrective action that should be taken as a result of the test. For any devices tested which do not pass testing or inspection, the COR must be notified immediately, as well as documenting the information in the report. 4.0 CONTRACTOR QUALIFICATIONS Contractor shall be certified by the InterNational Electrical Testing Association (NETA) as NETA Certified Technician, and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Contractors shall have technical trainings, and track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution System and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Contractor shall have safety trainings either on-the-job or class-room type in electrical safety outline in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S - Electrical, and the NFPA 70E-Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor' Employer shall certify that he/she has met this requirement in writing, and submit it to the VA Contracting Officer prior to work. Contractors shall have ready access to the latest versions of the following references: -NFPA 70, National Electrical Code -NFPA 70B, Recommend Practice for Electrical Equipment Maintenance -NFPA 70E, Standard for Electrical Safety in the Workplace -NFPA 110, Standard for Emergency and Standby Power Systems -OSHA Standard 29 CFR 1910, Subparts I & S -NETA, Maintenance and Testing Specifications All tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. 5.0 HOURS OF WORK: Contract employees will work during hours 6:00am - 8:00pm, Saturday - Sunday.
