- The Protected Species Branch of the National Marine Fisheries Service, Northeast Fisheries Science Center (NEFSC), Woods Hole, MA requires the processing, validation and statistical evaluation of Western Atlantic passive acoustic data using the Low Frequency Detection and Classification System (LFDCS) software. All tasks require highly specialized and specific knowledge of a custom built software package, the Low Frequency Detector and Classification software (LFDCS; Baumgarner & Mussoline 2011) that a contractor must have existing access to. The contractor shall have proficient knowledge and experience with using the LFDCS software and be able to validate and statistically evaluate the software. The contractor shall also be an expert in marine mammal population and conservation ecology with a strong statistical back ground. Period of performance is two (2) years, from date of award through September 30, 2016. The North American Industry Classification System (NAICS) code is 541690, Other Scientific and Technical Consulting Services. The solicitation and proposed fixed-price contract is utilizing the procedures identified in FAR Part 13. All quotes will be evaluated on a best value basis wherein the following non-price factor (Factor 1) is significantly more important than price (Factor 2): Factor 1 - Scientific/Technical Capability and Experience- proven expertise and proficient capability in meeting all the Statement of Work requirements identified in Section I; Factor 2 - Price. Hard copies of the RFQ will not be issued. It is incumbent upon interested vendors to monitor Federal Business Opportunities for the release of the RFQ, Statement of Work, and all subsequent amendments. All responsible sources doing business with this office must be registered in the System for Award Management (SAM), www.Sam.gov. Quotes shall be submitted no later than September 24, 2014, 2:00 PM EST.
