- This Request for Information (RFI) is not a solicitation nor does this announcement commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in responding to this sources sought; all costs associated with responding to this announcement will be solely at the interested party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. Any resultant solicitation, if any, will be released through Federal Business Opportunities at https://www.fbo.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The proposed project is for refuse collection services throughout the Fort Bliss, Texas installation. The Government is looking for those firms with experience performing this service based on weight for multiple pick-up sites. The contractor shall also operate the government furnished wood grinder and actively divert all non-contaminated wood and grind it. The contractor shall comply with all laws and regulations when performing this work. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 562111 Refuse Collection Services with a size standard of $38.5 million SUBMITTAL INFORMATION: Those firms interested in providing information in response to this sources sought are requested to provide the following information to the Contract Specialist, SFC Marquiesha R. Gillispie at marquiesha.r.gillispie.mil@mail.mil by the close of business on 19 October 2014: 1) Company Profile to include: Company name, company address, points of contact information including name, phone number, fax number and e-mail address, number of employees, annual revenue history, office location, CAGE code, DUNS number, and a statement regarding current business size status under associated NAICS code. 2) Address your experience, within the past five (5) years, and state the likelihood of your firm being able to perform refuse services within the Fort Bliss, TX area. 3) If this acquisition is set-aside for small businesses, FAR Clause 52.219-14, Limitations on Subcontracting, will be applied at the contract level. Accordingly, identify what percentage of work your business intends on performing as the prime contractor. 4) This Sources Sought notice is being published with the intent to promote competition. Suggestions from industry regarding how competition may best be achieved are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations. 5. State if your firm is familiar with Fort Bliss and local waste and environmental regulations. Please provide information regarding your firms experience dealing with these regulations. 6. With respect to your operational capabilities: a. Describe the levels of refuse services your company can provide. b. What is your standard response time to emergencies such as capsized dumpsters? c. What is your manpower availability to support Fort Bliss recycling services? 7. Can your company supply equipment and labor to collect transport and dispose of refuse in the manner and quantity demanded for the Fort Bliss Installation? If so, please describe in detail your approach to this work. 8. Can your company collect refuse on the Fort Bliss Installation; provide documentation of the weight, and process the collection of refuse? If not, how would you propose handling collection of refuse at Fort Bliss? 9. What type of training or certifications (e.g. solid Waste Association of North America-based training or comparable) do your employees have in the following areas: a. Landfill Operations b. C&D Disposal Operations c. Composting Operations d. Handling hazardous Waste
