Description
The Mission and Installation Contracting Command, Fort Sam Houston Contracting Office on behalf of the Installation Management Command (IMCOM) intends to negotiate and award a contract to Phacil, Inc. in accordance with FAR 6.302-1 because they are the only one responsible source and no other supplies or services will satisfy the agency's requirements. This contract will be issued to Phacil, Inc. located at 800 N. Glebe Road, Suite 700, Arlington, VA 22203 to procure sustainment support for the Army Family Programs Portal (also known as ArmyOneSource). This requirement is for maintaining the web portal providing eligible participants services support and information 24 hours a day, 7 days a week; and to provide sustainment services to support the existing system. Phacil built and developed a portion of the modules that are specific to Phacil. Phacil has programmed the modules with the Xtendable software and has access to the code which allows for the sustainment of the system. Phacil has the background knowledge, code, and skill to keep the portal live and functioning until the system is upgraded and moved to the cloud. The existing system is built on a proprietary software that has not been upgraded in over two years, making it extremely unreliable for update by any other contractor. Phacil has the development code for its modules therefore, if the sustainment of the system is competed as currently configured, there could be legal issues to reverse engineer the program for another business to attempt to sustain the system on its current platform. This contract will be a Firm-Fixed-Price contract with a period of performance of one 12 month base year beginning 29 September 2014. The NAICS Code for this requirement is 541511, Custom Computer Programming with a Size Standard of $27.5 Million. No contract will be awarded on the basis of responses received to this notice. Notwithstanding, any firm who believes is capable of meeting IMCOM's requirement as stated herein may submit a response, which if received within 3 calendar days of the date of this announcement will be considered.
