- ** In accordance with FAR 5.203 (a) a notice for a proposed contract action the Government intends to solicit and negotiate with only one source under the authority of 6.302, may be posted for fewer than 15 days for the aquisition of commercial items. Given the required award date of 30 September 2014, the response date for this notice is changed** ** The new response date is 24 September 2014 at 3PM ET** This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy the agency requirement. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334111 with a small business size standard of 1000 employees. AFRL/RISA is currently developing an Advanced Processing Line Replaceable Unit (APLRU) to demonstrate the OpenPod software architecture, data processing and storage objectives. In order to facilitate this architecture AFRL/RISA requires 3U GPGPUs and a Multi-Fabric Switch/XMC Carrier Card for an OpenPod Advanced Processor Unit (APU). OpenPod is an open hardware and software architecture hosted on the Northrup Grumman Laser Infrared Targeting and Navigating (LITENING) Pod that supports rapid integration of new capabilities without Operational Flight Program (OFP) modifications. Component-level compatibility is required. The GE products are required for the native support for driving legacy analog cockpit displays. These displays are integral to demonstration of OpenPod capabilities. The development cards provide a benchtop replica of the anticipated pod architecture, and the use of identical components will eliminate the need to develop and maintain multiple software baselines. To meet this requirement, the Government intends to negotiate a sole source contract with GE Intelligent Platforms Embedded Systems, Inc., 12090 South Memorial Parkway, Huntsville, AL 35803-3308 Under the contemplated contract, GE Intelligent Platforms Embedded Systems, Inc. will provide (2) 3U conduction cooled General-Purpose Computation on Graphics Processing Units (GPGPU) and one (1) VPX Multi-Fabric Switch/XMC Carrier Card for benchtop development with support for multiple single board computers, multiple I/O modules, a reconfigurable backplane and support for analog video. GE products have the following specifications that no other product available incorporates: GRA-112v GPU: • NVIDIA® EXK107 GPU as used on NVIDIA GT 650M - NVIDIA Kepler architecture - 384 processor cores - 128‐bit memory bus - 2 GBytes GDDR5 SDRAM • PCI Express - 16‐lane PCIe Gen 2 capable (x16/x8/x4/x1) • Support - NVIDIA CUDA TM (compute capability 3.0) - OpenCL TM - OpenGL® - GPUBoost - NVIDIA H.264 video encoding (NVENC) - NVIDIA PureVideo® Technology (PUHD) - NVIDIA PhysX TM ‐ready - Microsoft® DirectX (Compute) • Dual channel output ‐ any combination of: - 2x digital DVI outputs ‐ up to WUXGA (1920 x 1200) @ 60 Hz • Air‐ and conduction‐cooled variants • 3U VPX form factor • Available as 2LM VPX‐REDI - 2x analog outputs ‐ one up to WUXGA (1920 x 1200) @ 60 Hz ‐ one up to SXGA (1280 x 1024) @ 60 Hz PEX431: PCIe Features • Up to six x4 PCIe Gen 2.0 ports via non-blocking switch • Non-transparent bridging mode for multi-host systems Ethernet Features • Up to nine ports Gigabit Ethernet Switch (unmanaged) Build Options Include: - Up to 8x 1000BASE-BX with 1x 1000BaseT - Up to 6x 1000BASE-BX with 2x 1000BaseT - Not available with XMC option Mezzanine Features • Supports XMC Modules • Mezzanine I/O routed to VPX backplane • XMC IO via J16 (x24s+x8d+x12d) Or via J14 (x64s) • Not available with Ethernet switching option The Government has determined that there is no other commercial source that can meet this requirement. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2014. A Sole Source Justification will be attached to this notice after award in accordance with applicable regulations.
