Description

Sole Source Intent Notice The Department of Veterans Affairs (VA) Health Resource Center (HRC) intends to solicit a proposal from, and issue a contract to, Citadel Federal Solutions, LLC (SDVOSB) for Architecture & Engineering (A/E) Services. The A/E services will include the architectural, electrical, mechanical systems on the ground floor of Bldg. 9 in order to complete the total renovation of Bldg. 9. The architectural design will include the removal of existing walls, ceilings, and flooring and replace them with new material according to the design. Two new restrooms will be installed and there are two existing restrooms that will be remodeled. There will be some asbestos removal on concealed plumbing piping and perimeter heaters that will be exposed on this project. The electrical design will replace the existing electrical wiring, data wiring, and light fixtures. The new design will incorporate new energy efficient lights and light fixtures, new electrical panels and wiring. New CAT 6 data wiring will be installed as well as necessary supporting equipment to complete the new data wiring. The design will also update the existing fire alarm system on the ground floor to be compatible with the rest of the addressable fire alarm system in the rest of the building. The mechanical design will complete the installation of an existing air handling unit that was installed previously that will serve the ground floor and building lobby. The existing fan coil units will be removed and replace with a VAV system. An existing generator will be connected to the chiller to provide operation during an extended power failure. The cooling tower will be modified to provide year round operation. Some exterior concrete work needs to be designed to replace existing concrete that has heaved and is causing a tripping hazard. The bottom surface of the exterior eyebrows that surround the building will be covered in metal to match the color of the existing windows and be consistent with the rest of the buildings on campus. A/E services will also include designs, submittal reviews, construction administration, and site visits. Period of Performance The period of performance for the A&E services of this project shall occur from September 2014 through June 2016. Other SDVOSB organizations that believe they are capable of meeting the VA's A&E services are invited to submit information establishing a bona fide capability to fulfill the requirement. If the VA does not identify other acceptable sources capable of providing this requirement, the agency will solicit a quotation and issue a sole source award for the architectural, electrical, mechanical systems on the ground floor of Bldg. 9 in order to complete the total renovation of Bldg. 9. to Citadel Federal Solutions, LLC under FAR Part 15, Contracting By Negotiation, and FAR Part 12, Commercial Items. This is not a Request for Proposal and the Government does not intend to pay for information submitted. Requests for copies of a solicitation will not be honored or acknowledged. Respondents will not be notified of the results of the information received. Due to fiscal year-end time constraints, responses to this notice must be submitted by September 22, 2014, 2:00 PM EST.
