- The United States Department of Agriculture (USDA), Economic Research Service (ERS), in Washington, DC, intends to negotiate on a sole source basis a contract with The National Research Council (NRC), The Committee on National Statistics (CNSTAT), The National Academies, 500 Fifth Street, NW, Washington, DC 20001, to convene a workshop to support USDA in the rationalization of its classifications of counties and other territorial units according to the degree to which they are rural. ERS's aim for the workshop is to consider ways and means to rationalize ERS delineations of geographic units, such as counties, census tracts, and ZIP code areas, by the degree to which they are rural. Useful classifications need to be: consistent with OMB and Census Bureau definitions; useful in identifying socioeconomic/demographic variations associated with size of place and urban proximity; useful to stakeholders in delineating program eligibility; and contain a reasonably small number of categories with both analytic and "face" validity in terms of justifiable breakpoints. ERS recognizes that it will not likely be possible to satisfy these needs with a single code scheme so that consideration must be given to trade-offs. ERS plans to have the contractor organize and convene a two day workshop that will bring together experts and stakeholders to examine the subject areas. The contractor will prepare a summary of the workshop, provide an unedited transcript of the workshop presentations, and post speaker slides on the contractor's website. The circumstance permitting other than full and open competition is FAR 6.302-5 and 41 USC 253(c)(5), only one responsible source and no other type of supplies or source will meet agency needs. Executive Order 12832 of January 19, 1993, authorizes obtaining services from the National Academies on a noncompetitive basis because it is uniquely qualified in its degree of expertise, independence, objectivity, and audience acceptance. The NRC, CNSTAT, was established to investigate, examine, and experiment upon any subject of science or art of significance to an executive agency and to report on those matters to the Congress or any agency of the Federal Government. CNSTAT has no institutional self interest in the outcome of its studies. It provides scientifically valid, impartial, and balanced advice and a neutral meeting ground for its committees. The NRC, CNSTAT, has been identified as the only impartial source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to deliver results that will help ERS in shaping the future direction of its research funds. Anticipated Date of Award: 09/29/2014 THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
