Description
NASA Goddard Space Flight Center (GSFC) will execute a 5-year extension to the effective ordering period of the current Rapid III Contracts. The Rapid III contract holders provide spacecraft bus core systems that are used to meet the Governments science and technology needs based on their ability to meet specific criteria (for example: The ability to carry out the Statement of Work (SOW); and a heritage spacecraft which has successfully completed on-orbit checkout and acceptance). The effective ordering period of the current Rapid III contracts expires on March 31, 2015, and the five-year extension will extend this ordering period through March 31, 2020. The contract extensions are required to maintain the Rapid Spacecraft Development Office (RSDO) ability to immediately support mission unique spacecraft procurements. In October 2014, the RSDO will issue an RFP to existing Rapid III vendors, requesting updated not-to-exceed prices and rates for years six through ten. The existing vendors will have thirty (30) days to respond to the RFP. During this time, existing vendors may choose to extend their current catalog design(s) or discontinue their catalog design(s) at the end of the original ordering period (March 30, 2015). The existing vendors updated prices and rates will be evaluated and contract modifications will be issued to incorporate the updated prices and rates. This procurement action is being conducted on a sole source basis in accordance with 10 U.S.C. 2304(c)(1), as cited under Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only from a limited number of responsible sources and no other type of supplies or services will satisfy the agencys need. Competition is not limited under the Rapid III contract vehicle, since it has an On-Ramp feature. Periodically, within the contracts effective ordering period, the Contracting Officer will accept and evaluate proposals with the intention of adding contracts and/or modifying existing contracts to place additional core spacecraft and options in the Rapid III Catalog. In the Spring of 2015, the RSDO will conduct On-Ramp 3 to request proposals from vendors who are currently not in the contract. The original Rapid III RFP, also will be updated with new or revised clauses/provisions, it will be re-issued via NAIS, to the spacecraft industry. During this time, all potential sources will have the opportunity to compete and be awarded a Rapid III core contract. On-Ramp proposals shall be subject to the same proposal instructions and evaluation procedures as the Rapid III Request for Proposal (RFP) NNG10207304R dated November 3, 2009. Proposal instructions and evaluation procedures may be obtained from the RSDO website, http://rsdo.gsfc.nasa.gov/, under the Rapid III menu option. The On-Ramp will be procured under FAR Part 15 and will include the NASA/GSFC Mission Assurance Requirements (MAR) at the Master Contract Level. Those companies not familiar with Rapid III are welcome to visit RSDO website: http://rsdo.gsfc.nasa.gov for background information. Specifically, review material under Mission Statement and Rapid III menu tabs. All organizations interested in participating in the Rapid III On-Ramp 3 opportunity are invited to submit a written response to NASA/GSFC, ATTN: Cynthia White, Code 401.1, Building 16W, Greenbelt, MD 20771 or via electronic transmission to Cynthia.L.White@nasa.gov., no later than 4:30 p.m. local time on December 1, 2014. For further information please contact Cynthia White at 301-286-8772 or Cynthia.l.white@nasa.gov ; or Diane Scheuerman at 301-286-4661 or diane.scheuerman-1@nasa.gov. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for any information submitted in response to this synopsis. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman has been appointed. See NASA Specific Note "B".
