Description
This is a PRE-SOLICITATION NOTICE of a proposed requirement for commercial "OFF THE SHELF" Laser System that is compatible with the CLARITY protocol. This notice is issued solely for informational and planning purposes and no offers will be accepted. The requirement is for: The purchase and installation of one (1) Coherent Chameleon Ultra II, 680-1080nm, 3.5 Watt laser system that is compatible with the CLARITY protocol, or a system from another brand that is considered equal in accordance with the salient characteristics provided below. The CLARITY protocol is the program currently being used in the laboratory, and any system offered shall be compatible with that particular protocol. The Leica microscope is the microscope used currently by the laboratory; therefore the new system shall interface with that particular microscopic system. Performance Specifications "Output average power specification required is > 3.5W at peak of Ti:S curve, with a femtosecond pulse tuning range of 680 nm to 1080 nm inclusive without operator adjustments other than request of wavelength. System to tune through atmospheric absorption bands > 900 nm without requirement of external gas purge. Capabilities are required across this entire tuning range to cover current and future experiments. Capability for rapid wavelength changes, 40nm/sec. "Fully automated, being operated either via a simple menu-driven interface located on the power supply, or via an external computer. "Interfaces directly with the Leica microscopes. "Peak power of > 3.5 W, in a single box. "Pulse width near 140 fs. " Requires only a single-phase AC power. "Fully compatible with pumping requirements for Chameleon Compact OPOs. "Hermetically-sealed construction with optical cavity protection. Diode pumped laser systems generally degrade due to optical contamination from dust and solvents present in the lab. It is required that the system be hermetically sealed to provide long life and minimal downtime. System shall include a closed-loop air filtration and recirculation unit to ensure that the cavity is free from out-gassing components (carbon trap filtration), micro-dust particles (HEPA filter), and water vapor (dryer cartridge). "User-replaceable pump diodes. Diodes shall be user replaceable and be able to be changed without the involvement of the laser head, or disturbance of any kind to the experiment. "Low noise. Thus the Ti:S shall be pumped by a single-frequency/single-longitudinal mode pump source so that the noise spectrum will be free of chaotic noise behavior characteristic of multimode pump sources. A low noise specification of 0.15%, or less, is required. "Pump source for system shall be 18W or higher, to provide the necessary pump power to reach the required long wavelengths. "Integrated spectrometer: System shall have an onboard spectrometer capable of monitoring both wavelength and bandwidth of Ti:S laser. Spectrometer to be addressable via USB. "Service: Vendor shall establish a program to guarantees replacement of the laser system should the system fail and cannot be immediately repaired. An example program would be an advance replacement program to immediately provide another complete "as new" unit, to avoid long delays to the VA study. "As new" is defined as an identical laser that meets all new factory specifications, has undergone all tests and validations, and includes any new engineering enhancements since the original build date. The replacement system shall be provided on a permanent basis, not a loaner program to avoid more delays due to system changeover. The "as new" system shall also contain the remaining warranty of the original system. CLARITY Compatibility "Include capabilities compatible for the full potential of a Leica CLARITY imaging system such as: i.optimized beam shape, pulse width, tuning range for highest peak powers are delivered for microscope-based imaging applications. ii.compact laser head, power supply with integrated control interface, and closed-loop water chiller. iii.closed-loop air re-circulator, which provides effortless tuning through atmospheric water vapor absorption lines above 920nm, without the need for an external purge iv.control system, to ensure output power and pulse width are optimized automatically at all wavelengths and at all times. v.An onboard spectrometer that measures laser output wavelength and bandwidth, which can be interfaced to an external computer via a USB connection on the laser head. System warranty for a minimum of 12 months with unlimited operating hours and covering parts and labor. Shipping FOB Destination shall be included in the overall price. The Veteran's Health Administration Service Area Office - East estimates a posting date of solicitation VA240-14-Q-0144 on September 19, 2014 and distributed solely through the Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). This notice does not constitute a Request for Proposal (RFP) and should not be construed to as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any costs incurred by interested parties will NOT be reimbursed. It is the responsibility of any interested party to monitor this site for additional information pertaining to this notice. Agency is contemplating single award of a firm fixed price (FFP) contract to the contractor whose submission represents best value to the Government.
