- Notice of Intent The U.S. Environmental Protection Agency (EPA) intends to award a sole-source Purchase Order under the Simplified Acquisition Procedures for AbsoluteIDQ p180 Kits from Biocrates Life Sciences. The EPA has a need to purchase eleven (11) AbsoluteIDQ p180 Kits from Biocrates Life Sciences to support research in adverse outcome pathways, mechanisms/modes of action and identification of potential biomarkers of susceptibility or tissue damage. The kits provide targeted, quantitative identification of more than 180 endogenous metabolites with a validated mass spectrometric assay. Biocrates Life Sciences AbsoluteIDQ p180 Kits are requested for a three phase study. Biocrates kits were used in Phase I of the study. The same kits need to be used in Phases II and III of the study to avoid confounding of the results from the various phases by the metabolomics kit being used. Using the same kits for each phase of the three phase study enhances the ability to compare data from across the three phases of work. The goals of the project can only be met if the samples from the three phases are conducted with metabolomics kits from the same source, ensuring that the same fundamental methodology is applied in the same manner to each sample. This is the only way to ensure that the data from the different phases are not confounded by differences in metabolomics procedures in the three phases. The circumstances permitting ?other than full and open competition? at this time is FAR 13.501(a), ?sole source?. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this synopsis is to state the Government?s intention to sole source this acquisition and to determine if any other source(s) exist, therefore, no solicitation (RFQ) is available. Interested vendors shall 1) include information on the proposed services which clearly supports the requirements outlined above and 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within the allotted time (10 days) of this notice, the Government will proceed with awarding a Purchase Order under the other than full and open competition procedures in accordance with FAR 6.302-1 ?Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements?.
