- Statement of Work (SOW) for DLA, HQ Public Affairs Office, Video Production B-Roll Footage This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This issued as a Request for Proposal (RFP) SP4705-14-T-0231, 100% small business set-aside. This notice incorporates provisions and clauses in effect through FAC Circular 2005-76 effective July 25, 2014. This acquisition is being conducted in accordance with FAR Parts 12, 13 and 15. The NAICS code for this acquisition is 512110, Motion Picture and Video Production. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM) website: http://www.sam.gov. This requirement is for the Defense Logistics Agency, HQ Public Affairs, DLA-DP (Video Team), Fort Belvoir, Virginia. The contractor shall provide a 2-person video crew to travel with a DLA video producer to capture original High Definition (HD) video footage B-roll in accordance with the Statement of Work. Period of performance shall be from date of award for one (1) year. Line Item 0001 Labor Camera person - 10 hour day, 7 shoot days Audio person-10 hour day, 7 shoot days EQUIPMENT TO INCLUDE : Cameras, camera accessories, monitors, lighting, audio Line Item 0002 Travel Days Camera person - 4 days Audio person-4 days *All travel starts and ends from Washington, DC area TRAVEL COSTS $5,000.00 Per diem, mileage, and other travel costs will be reimbursed according to the Joint Travel Regulations. Line Item 0003 OVERTIME Camera person-4 hours Audio person-4 hours The provision at 52.212-1, Instruction to Offerors Commercial, applies to this acquisition. Under 52.212-2, the evaluation procedures to be used are lowest overall responsive and responsible price for the parts. Lowest Price proposal which passes the technical requirement under 52.212-2 will receive award. Please provide a completed copy of provision at 52.212-3. See the provision at http://www.arnet.gov/far. The FAR clause at 52.212-4, contract terms and conditions-Commercial Items, applies to this acquisition. Also, FAR clause 52.212-5 applies with checkmarks under this clause for the following - 52.219-6, 219-8, 222-3, 222-19, 222-21, 222-26, 222-36, 222-50, 225-13, 232-33. with other other FAR/DFARS clauses that apply: 52.204-7, 252.232-7010, 252.212-7001 with check marks for 252.225-7036, 252.232-7003, 252.247-7023 and 252.225-7000, 252.225-7001. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The contract will be awarded to the Lowest Price Technically Acceptable (LPTA). The technical evaluation will be a determination based on information furnished by the offeror. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
