- This is a Sources Sought Synopsis announcement for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a Request for Proposal (RFP) and no contract shall be awarded from this synopsis. The U.S. Army Corps of Engineers Europe District (NAU) anticipates issuing a solicitation for the Construction of the SHAPE International Schools, located in Mons, Belgium on or around November 10, 2014 with award of a Firm Fixed Price Contract on or around April 12, 2015. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. The purpose of this synopsis is to only gain knowledge of interest, capabilities and qualifications of interested construction firms who have the capabilities to perform and complete a contract of this magnitude, and to address any questions, recommendations, or concerns from Industry. The U.S. Army Corps of Engineers Europe District may conduct a competitive procurement with the intent to award one (1) Firm-Fixed Priced (FFP) contract construction of the new International Schools at SHAPE, Mons, Belgium. The new Shape International Schools (SIS) facility will be composed of three (3) academic classroom buildings with a total gross enclosed area of approximately 9,500 square meters. The design of these buildings is compatible with the architecture of the DoDDS Schools and uses the same design vocabulary; vertically modulated brick piers and green roofs for the academic portion and a brick base, corrugated metal panel walls and standing seam metal roofs for the special use spaces. The academic buildings are comprised of three (3) - two (2) story sections organized on the east and west sides of the campus commons and a large outdoor gathering space that serves as a recreation court. The cast-in-place concrete structure includes exterior concrete walls as backup for brick wall systems. Interior walls are plaster finished concrete block. Roofs are both flat and pitched with a green roof system. All of the buildings will meet or exceed all relevant Belgian codes. The UK/Canada School will meet UK fire regulations in addition to the Belgian regulations. Lumps sum amounts shall be inclusive of all costs, including material, labor, delivery, overhead, profit, etc. associated with each bid item. The project will be completed in 1460 calendar days. Construction schedule must be integrated with the academic calendar of the SHAPE International Schools. The estimated magnitude of this contract action is between $10,000,000 and $50,000,000. The North American Industrial Classification System Code (NAICS) is 236220. Interested parties response to this Synopsis shall be limited to fifteen (15) pages and shall include the following information in English: -Interested parties name, addresses, point of contact, phone number, and e-mail address as well as a declaration of the Offerors interest in proposing on the solicitation if issued. -Interested parties' capability to perform a contract of this magnitude and complexity including (Interested parties in-house capability to execute this requirement, comparable work performed within the past five (5) years, a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project). -Interested parties shall provide at least two (2) example projects of comparable work. -Ability to certify designs in Belgium. Interested parties shall respond to this Sources Sought/Market Survey Synopsis no later than 15:00 Central European Time (CET) 7 October 2014.
