- UPDATED 2:50 PM 22 Sep 2014. FTE estimates were revised - previous figures included an unintentional redundancy. THIS REQUEST IS FOR MARKET RESEARCH PURPOSES ONLY. This is a follow-on requirement for providing custodial/janitorial services for Fort Hood, Texas. The Mission and Installation Contracting Command (MICC) - Fort Hood is in the process of determining the acquisition strategy for Installation Custodial Services for Fort Hood, Texas. This is a request for information (RFI) and not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government as a result of this request is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offeror's or their employees' regarding this requirement is strictly prohibited. The purpose of posting this RFI is to locate HUBZone and/or Service Disabled Veteran Owned Small Business (SDVOSB) contractors that are interested in and capable of performing a non-personal service contract that provides custodial/janitorial services throughout Fort Hood, TX. This requirement typically provides custodial/janitorial service to approximately 360 buildings or approximately 1.9 million square feet at any one time (typical task order); however, this contract has the capacity to support up to approximately 485 buildings or 2.4 million square feet. The Government's estimated baseline staffing for this effort is as follows: Assuming 360 buildings (1.9 million square feet): Custodians 90 Full Time Equivalents (FTE) Floor Technicians 8 FTE Supervisors/Quality Control4 FTE Project Manager 1 FTE TOTAL: 103 FTE Assuming 485 buildings (2.4 million square feet): Custodians 110 Full Time Equivalents Floor Technicians 11 Full Time Equivalents Supervisors/Quality Control4 Full Time Equivalents Project Manager 1 Full Time Equivalent TOTAL: 126 FTE The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and services, not identified as Government Furnished, necessary to perform custodial services for Fort Hood as defined in the Performance Work Statement (PWS). Some of the required services include, but are not limited to:. Trash removal;. Clean exterior ash trays and receptacles located at designated smoking areas;. Vacuum carpeted floors and rugs;. Sweep non-carpeted floors;. Clean and service rest rooms;. Clean and fill dispensers (soap/paper towels);. Clean and service kitchens and coffee rooms;. Clean drinking fountains;. Clean all entrances;. Clean chalkboards and marker boards;. Spot clean and spot mop;. Clean and restock custodial closets and storerooms;. Replace Waterless Urinal Cartridges, as needed;. Clean all boot stations;. Clean Tabletops and desktops;. Dusting;. Damp Cleaning;. Disinfecting;. Machine Scrubbing floors;. Spray Buffing Floors; and. Striping, Scrubbing, Sealing, and Refinishing Resilient Floor Surfaces. The Government anticipates a base period of performance of one year plus four one-year options. The North American Industry Classification System (NAICS) code for this requirement is 561720, Janitorial Services - Small Business Size Standard is $18,000,000. To support the HubZone or SDVOSB set-aside decision, it is particularly important that potential HubZone and/or SDVOSB concerns provide industry comments as follows: (1) If you are a HubZone or SDVOSB concern that performs on contracts under NAICS 561720 and plan on participating in the competition of this acquisition, please provide information relative to past performance and/or experience similar to Janitorial Services (capability statement). Information should be sufficient to support your capability to perform these requirements and should include detailed references (contract number, dollar value, scope of services and point of contact with their telephone numbers and whether it was a Government or a Commercial type contract); (2) state your business size and approximate annual gross revenue; (3) list your specific small business category (if applicable) for your company whether (a) HUBZone Small Business; (b) Small Disadvantaged Business; (c) 8(a) Firm; (d) Women-owned Small Business; (e) Service-Disabled Veteran-Owned Small Business; (f) Veteran-Owned Small Business; and (g) other (explain); (4) provide your company's name, CAGE code, DUNS, address, point of contact, telephone number, and e-mail address; (5) provide suggestions to maximize the effectiveness of the anticipated solicitation and resulting contract in providing quality services to Fort Hood, TX. All responses must be provided no later than 4:00 P.M. CST, 6 October 2014.
