- The EPA SF 330 Entry Form (Attachment 3) has been updated with a different file format that can be opened across alternate versions of Microsoft Access. Please note: In the "Search Criteria" field in FedConnect.net, please change the dropdown to "Reference Number" and type in SOL-HQ-14-00022 to access the DES requirement. ________________________________________ This is a draft announcement by the Environmental Protection Agency (EPA) to provide industry with sufficient time to begin developing responses prior to EPA's official final announcement requesting Standard Form 330 (SF 330) for the Design Engineering Services (DES) portion of the Superfund Remedial Acquisition Framework (RAF). THIS IS NOT AN OFFICIAL REQUEST FOR THE SF 330. THE PURPOSE OF THIS DRAFT REQUEST FOR THE SF 330 IS TO SOLICIT COMMENTS REGARDING THIS PLANNED PROCUREMENT, AS DESCRIBED HEREIN, AND ALSO ALLOW OFFERORS TO TEST THE SF 330 ELECTRONIC FORM. DRAFTS OF THE ELECTRONIC SF 330 FORM MAY BE SUBMITTED, BUT NOTHING OFFICIAL IS TO BE SUBMITTED TO THE EPA AT THIS TIME. THERE WILL BE A FINAL ANNOUNCEMENT REQUESTING OFFICIAL SUBMISSION OF THE SF 330 IN THE NEAR FUTURE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS DRAFT ANNOUNCEMENT. The EPA requires professional architect and engineering (A&E) services to support remedial planning and oversight activities for Regions 1 through 10. This DES procurement for professional A&E services is subject to the Brooks Act, 40 U.S.C. 1101 et. seq., and its implementing regulations at FAR Part 36.6. To be considered for award, offerors must submit SF 330s, as directed in the final published announcement. This DES requirement is one of three suites of contracts to be issued as part of the previously advertised Remedial Acquisition Framework (RAF), posted on FedBizOps on February 27, 2014 as a Sources Sought/Request for Information / Superfund Remedial Acquisition Framework (RAF) under SOL-R3-13-00006. As explained in the SS/RFI for the RAF, full service Remedial Action Contracts (RACs) will no longer be used to deliver Superfund remedial program requirements. Instead, requirements will be met with three (3) different suites of multiple award contracts (MACs) to provide separate Architect & Engineering, (A&E), Remedial Actions (RAs), and other environmental services: - Design and Engineering Services (DES) (RFP# SOL-HQ-14-00022) contracts will perform professional services of a scientific, architecture and engineering nature to provide services including remedial investigations, feasibility studies, remedial designs, and general technical assistance; - Remediation Environmental Services (RES) (RFP# SOL-HQ-14-00023) contracts will perform remedial and removal action services, which may include significant construction components; and - Environmental Services and Operations (ESO) (RFP# SOL-R1-14-00003) contracts will perform technical oversight of the environmental remediation work being financed and performed by another Federal Agency, State, Tribe, or potentially responsible parties, as well as EPA-lead remedy operations (e.g. groundwater restoration and source treatment activities). This announcement pertains only to DES. The RES and ESO contract suites will be publicized as separate requirements. The primary purpose of the DES contracts is to provide national support to the EPA remedial program under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); the Superfund Act of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA); and the Robert T. Stafford Natural Disaster Act pursuant to the Federal Response Plan (FRP) and other laws to help address and/or mitigate endangerment to public health, welfare or the environment during emergencies and natural disasters; and to support States, tribal governments, local governments, and communities in preparing for and responding to releases of hazardous substances, pollutants and contaminants. These contracts may also be used to support other EPA programs (including but not limited to, the Federal Facilities program, the Superfund Removal program, or the Brownfields program) and perhaps other federal agencies requiring similar services.
