See posted J&A for further information. INTENT TO SOLE SOURCE - CLOSES 28 SEPTEMBER 2014 AT 1700 HOURS, EASTERN STANDARD TIME. Currently hangars 407 and 421 have a system that provides fall arrest for two maintainers over the wings of the aircraft. The current system is inadequate based on OSHA regulation and work requirements. This has led to a stop work situation for many of the maintenance activities. The existing system requires a modification, and the new fall arrest system must be put in place to comply with OSHA regulation and give workers protection from falling off the aircraft. Hy-Safe Technologies engineered the original system in 2008 based off design criteria at that time. Fall Arrest systems must be certified by the installer annualy to comply with OSHA regulations, therefore the modification to the existing system must be performed by Hy-safe Technologies. Due to designing and installing the original system, Hy-Safe has access to the original building structural drawings and calculations required to verify the structure can handle the additional system. By using Hy-Safe Technologies to install the new fall arrest systems, the base would still only have 2 fall arrest systems. Using a different installer for the new fall protection system would create higher future costs with the annual requirement to inspect and certify the fall arrest system. Because the issue revolves around the safety of our unit airmen, it is a high-visibility and high-priority item in the safety arena. Because Hy-Safe is familiar with our current systems and originally placed existing fall arrest systems in the aircraft hangars when they were built, Hy-Safe has an intimate knowledge of the hangars, their configuration, and what can be quickly utilized and installed to provide the appropriate level of safety in accordance with both OSHA and Air Force standards. Other sources for this type of fall arrest system are available, however, it is not in the best interests of the Government to purchase another system that would have to be certified by itself and also create more cost to the Government. Because safety of our airmen is of upmost concern, this is an urgent and compelling need for the 130th Airlift Wing's Maintenance Group.
