- NOTICE OF INTENT The Department of Veterans Affairs, VISN 7, intends to award a sole-source, firm-fixed price contract to Chem-Aqua, Inc, 2727 Chemsearch Blvd., Irving, TX 75062-6454 for the continued lease of the Chem-Aqua Enrich Copper-Silver Ionization System. The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be October 1, 2014 through September 13, 2015. The services are required to meet the Department of Veterans Affairs continued requirements to maintain the eradication of biofilm in its potable water system until a permanent solution is in place. The Department of Veterans Affairs believes that awarding the proposed contract to another source would result in unacceptable delays affecting patients, visitors, and staff. Chem-Aqua is uniquely qualified for the agency's need due to having their equipment already in place, resulting in no interruption of services. Additionally, the contractor's personnel have the required personal identity verification (PIV) clearances to continue work, thereby maintaining continuity of services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Pamela H. Lewallen, Contract Specialist, at pamela.lewallen@va.gov by September 29, 2014, no later than 10:00am EST. All capability statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 325998 with a Small Business Size Standard of 500 employees. This is for informational purposes only and not to be construed as a commitment by the government. Any information submitted to this notice of intent is voluntary.
