Description
SYNOPSIS FOR PROPOSED SOLICITATION #W912DR-14-T-0023 DEFENSE NATIONAL RELOCATION PROGRAM (DNRP) DEPARTMENT OF DEFENSE (DoD) WIDE DESCRIPTION OF WORK: The Baltimore District, Corps of Engineers is contemplating the award of multiple fixed price with economic price adjustment Blanket Purchase Agreements (BPAs) for DoD-wide DNRP services. The purpose of the DNRP services acquisition is to provide employee relocation services for authorized transferring DoD civilian employees. Relocation services facilitate employee mobility in support of agency mission and are an important recruitment and retention tool within DoD. These services are essential to facilitate timely disposition of DoD employees' homes in the old duty station locations and find appropriate housing in the new duty station area. DNRP relocation services are provided for employees in all 50 U.S. states, territories and possessions. DNRP contractors provide all personnel, equipment, supervision, vendor network suppliers and non-personal services to perform required relocation services. Since the inception of the DNRP, more than 30,000 civilian employees have benefited by these services. (a) BPA term is estimated to be five (5) years. (b) The NAICS code applicable to this requirement is 531390, with a small business size standard of $7.5 million. (c) This will be unrestricted and advertised as full and open competition Contracting Officer will award BPAs to the offerors whose proposals are determined to represent the best overall value to the Government, in accordance with the Statement of Work (SOW) and Evaluation Factors. Best value will be determined by a comparative assessment of proposals against all source selection criteria in the Request for Quotation (RFQ). The RFQ will be available in electronic format only and will be posted on the Federal Business Opportunities website at http://www.fbo.gov on/about September 30, 2014. The proposal due date shall be at least 30 days after the RFP is posted on the FBO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. All prospective contractors are required to be registered in the System for Award Management (SAM) database prior to contract award.
