- SOW Sole Source Justification THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Department of Health and Human Services (HHS), Office of the Secretary (OS), Assistant Secretary of Preparedness and Response (ASPR), Office of Acquisitions Management, Contracts and Grants (AMCG) seeks to award a sole source award to the National Academy of Sciences (NAS), Institute of Medicine (IOM), 2101 Constitution Avenue, NW, Washington, DC 20418, for the operation of a Forum on Medical and Public Health Preparedness for Catastrophic Events (the "Forum"). Forums are designed to provide its members with a venue for exchanging information and presenting individual views, and allow a structured opportunity for dialogue and discussion while scrutinizing critical and possibly contentious scientific and policy issues. Representatives from government, industry, professional societies, foundations, academia, and other interested parties are expected to serve on the Forum, which will convene two to three times a year to confer on subject areas of mutual interest and concern. The North American industry Classification System (NAICS) code for this acquisition is 541690 and the size standard is $7M in revenues. The Government intends to solicit and negotiate directly with the National Academy of Sciences. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement (See Item # 3c of the attached Sole Source Justification to determine ability to perform. Ability to engage ALL listed key public health stakeholders is required to be considered capable). A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to carol.allen@hhs.gov. No faxed documents will be accepted. If no responsive statements are received by 9/29/14 at 9 AM EST, an award will be made to the National Academy of Sciences.
