Description
The Army Contracting Command-Rock Island (ACC-RI), Rock Island, IL in support of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a sources sought for the M67 Propellant (prop) Charges, NSN: 1315-01-237-9775, P/N: 9205472. The Government intends to award a five (5) year Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum guaranteed quantity of 22,000 for FY16-FY20 requirements. This requirement is restricted to the National Technology and Industrial Base (United States and Canada) under 10 USC 2304(C)(3). The NAICS code is 332993. The M67 propelling charge is used for many 105mm artillery cartridges. This system consists of seven (7) cloth increment bags, filled with varying amounts of propellant, that are linked together to easily provide the soldier various firing solutions with in one cartridge. Interested sources should submit a summary that includes a brief description of their capabilities to include: description of facilities, personnel, manufacturing capabilities and how they directly relate to the M67 Prop charges, estimated minimum and maximum monthly production capacities, the minimum procurement quantity required for production, and if they are currently manufacturing this item or have made this item or similar items in the past. Contractors must also demonstrate that they have the capability to manufacture the M67 Prop charges. Additionally, interested sources should address if manufacturing resources are shared with other item/production lines and identify the approximate amount shared. A Technical Data Package (TDP) is not currently available for this announcement; however, one will be made available should a formal Request for Proposal (RFP) be released at a later date. All sources interested in this potential future solicitation must be registered in the System Award Management (SAM) Database. This market survey is being released for planning purposes only. It does NOT constitute a Request for Proposal and is NOT to be construed as a commitment by the Government. The Government does NOT intend to award a contract on the basis of this Market Survey or otherwise pay respondents for information submitted. All information will be held in a confidential status. Responses to this Market Survey shall be submitted electronically within 30 calendar days from the date of this publication.
