Description
NASA Ames Research Center has a requirement for a training program entitled APEX NextGeneration. NASA intends to issue a sole source purchase order for this curriculum to Coyote Enterprises, Inc. under the authority of FAR 6.302-1. The Agencys highly specialized requirements and products can only be met by the unique capabilities and expertise of Coyote Enterprises, Inc.Market research identified no other company that possesses the unique expertise and capabilities required to fulfill this training; and, Internet search yielded no other technical training available with focus on NASA Pre-Phase A tasks. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.5. Background: NASA Ames Research Center previously identified the need to develop the technical and leadership competencies necessary to effectively execute the tasks and deliverables required to effectively execute each phase of a NASA project life cycle. Therefore, the senior leadership of NASA Ames Research Center established the Ames Project Excellence (APEX) Development Program in 2005 in order to develop Ames project management and system engineering expertise and performance. The Scope and Objectives of APEX NextGeneration are outlined in the following description of tasks and responsibilities to support the specific objectives of the first APEX Next Generation Pilot Program, i.e. to provide on-the-job training model, to improve NASA Ames execution of Pre-Phase A project tasks and deliverables for NASA space-based science missions. This offering shall be held at NASAs Ames Research Center beginning from the date of award through September 30, 2016. Specific tasks include: 1.0 Design and implement a 28-day APEX Next Generation pilot training program for a minimum of 15 early-to-mid career NASA Ames scientists and engineers. This pilot program shall train participants to effectively: 1.1 Understand and execute the critical Pre-Phase A tasks for space-based NASA science missions as outlined in Task 3.0 1.2 Understand and execute the roles of Principal Investigators, Project Managers, and System Engineers for NASA space-based science missions 2.0 Provide and coordinate a minimum of 160 hours of expert technical training to a minimum of 3 existing NASA Ames Pre-Phase A proposal/project teams. Expertise shall be focused on supporting the teams ability to successfully: 2.1 Execute critical Pre-Phase A tasks (see SOW Task 3.0) 2.2 Satisfy the entrance, exit and success criteria and requirements defined by internal and external NASA review panels 2.3 Implement requirements of NASA Procedural Requirements governing space-based missions 3.0 In accordance with SOW Tasks 1 and 2 above, the contractor shall train the individual and team participants to: 3.1 Define and mature space-based science mission concepts aligned with NASA goals 3.2 Define science questions and requirements 3.3 Build credible science and mission traceability matrices 3.4 Define requirements for science instrument/payload, spacecraft and launch 3.5 Identify, assess and manage technical, cost, and programmatic risks 3.6 Conduct feasibility and trade analysis including de-scoping options 3.7 Define Point Design 4.0 Develop and provide necessary training materials (texts, etc.), templates, assessments, reports and documents associated with implementing Task 1, 2, and 3 above 5.0 The contractor shall fulfill the following requirements: 5.1 Demonstrate internationally recognized expertise in designing and providing technical training to multiple public/national and private space agencies and institutions 5.2 Demonstrate a substantial knowledge of and contribution to NASA space-based project management and systems engineering practices, priorities and workforce development requirements 5.3 Agree to submit multiple invoices to comply with NASA costing policies 6.0 Place of performance shall be primarily on-site at NASA Ames Research Center. Use of virtual tools and methods shall require the prior approval of the APEX Program Manager. 7.0 Period of performance to commence upon date of award through September 30, 2016 The NAICS Code is 611430 Professional and Management Development Training and the Small Business size standard is $11,000,000.The following clauses and provisions are applicable to this combined synopsis/solicitation: 52.212-1, Instructions to Offerors; 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4 Contract Terms and Conditions Commercial Items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. Central Standard Time on September 29, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
