- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Jacksonville District, US Army Corps of Engineers (USACOE) intends to negotiate on a noncompetitive basis in accordance with FAR 6.302-1(a)(2) quote mark Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements quote mark to Applanix Corporation85 Creek Cres, Richmond Hill Ontario, L4B3B3 The contractor shall furnish one (1) POS MV Wavemaster. The POS MV Wavemaster shall be a turnkey system designed and built to provide accurate altitude, heading, heave, position, and velocity data of a given marine vessel and onboard sensors. POS MV Wavemaster shall provide dereferencing and motion compensation for hydrographic survey purposes. POS MV shall blend GNSS data with angular rate and acceleration data from an IMU and heading from GPS azimuth measurement system (GAMS) to product a robust and accurate full six degrees-of-freedom encompassing latitude, longitude, altitude, roll, pitch, heading and have, and associated performance metrics. The POS MV system shall allow for the logging of raw GNSS and inertial observables for later processing in POSPac MMS. The POS MV system shall maintain attitude accuracy under the severest conditions regardless of platform dynamics, unlike conventional motion sensors (vertical gyros). The POS MV system shall employ the TrueHeave to account for real-time heave during survey data collection. The POS MV system shall employ self-calibration after completing a full calibration one time. Self-calibration shall allow for the POS MV system to output the true heading of the IMU to better than 0.03 (2m baseline), independent of latitude. The POS MV shall use the RTK option to estimate the GNSS to IMU offsets during the calibration routine without the requirement of a dimension control survey. The POS MV system shall continually calibrate INS and GNSS errors using a Kalman Filter to produce accurate position, velocity, attitude and heading. The POS MV shall use robust centrimetric positioning with inertially aided RTK. This shall allow for rapid re-acquisition of fixed integer RTK positioning in the vent of typical RTK standalone dropouts associated with vessels, bridges, topography, buildings, and other obstructions. This service will be delivered to the Jacksonville District, USACOE. FSC Code is 5845-Underwater Sound Equipment, NAICS Code is 334511 Search, Detection, Navigation Guidance, Aeronautical, and Nautical System Instrumentation Manufacturing Size standard is $27,500.00 Million. The sole source determination based on Applanix Corporation being the only eligible company that can deliver the desired service without resulting in substantial duplication of costs to the Government that is not expected to be recovered through competition.
