Description
This is a best value acquisition with a minimum technical acceptance (pass/fail) for the pine shavings. Contractors will be evaluated on price, past performance, and technical acceptance (pass/fail). Contractors whose product does not pass the technical acceptance will not be eligible for award or further discussions. Past Performance and Technical Acceptance are approximately equal to price. The Government may make multiple awards. If this occurs initial orders will be rotated amongst the contractors until the Government minimum has been met at which time future orders will be competed amongst all contractors. Past performance is not a measure of technical capability but rather a measure to the degree to which an offeror has satisfied customers in the past, and complied with federal, state, and local laws and regulations. All things being equal contractors with more relevant past performance will be rated higher. Contractors with no past performance information will be given a neutral rating. The USDA, APHIS, VS, Animal Import/Export Center will award the contract to the best value quote which passed the technically evaluation The USDA, APHIS, VS, Animal Import/Export Center will establish acceptable requirements for the shavings through the submission of shavings samples guaranteed to be supplied by the vendor. The Contractor must submit at least three sample bags that meet the technical criteria. The government shall not evaluate alternate product substitutions Discussions will be held with vendors prior to the selection of suitable shavings to ensure each vendor understands the requirements for the purpose of conveying product acceptability. Tradeoffs on the technical acceptance are not permitted and no additional credit is given for exceeding technical acceptability. USDA, APHIS, VS, Animal Import/Export Center shall establish and document the quality of the submitted shavings samples. Large flake pine shavings are a standard in the industry for the use of bedding of equine stalls. The MAIC specifically requires large flake pine shavings because smaller substitute products create allergic reactions to the horses quarantined within the facility. Smaller sized shavings have clog facility drainage pipes. In addition, dust contained in some shavings bypass the HVAC filters. This causes the accumulated dust to collect in the duct system as well as registers and MAIC ceilings. White Pine shavings should be capable of absorbing waste product. Therefore shavings must have an absorbent consistency that can only be confirmed through the physical inspection of the product by MAIC personnel. Because of these problems, the MAIC will not deviate from its request from the interested vendor for shavings samples or its requirement for discussions between the vendor and the MAIC. Spread rate of each bag should be approximately ten to twelve cubic feet. Other spread rates may be acceptable, but may require more than one sample to be submitted during the evaluation process
