Description
Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RFQ-IL-14-00041 Solicitation number RFQIL1400041 is being issued as a Request for Quotations (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005 76. Set-aside Status The U.S. Environmental Protection Agency intends to solicit and award a firm-fixed price and labor hour purchase order under Federal Acquisition Regulation (FAR) 13. This solicitation is set aside for small business. The North American Industry Classification System (NAICS) code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables and the business size standard 500 employees. Statement of Work Refer to the attachment in FedConnect for the Statement of Work. Provisions and Clauses It is the vendor's responsibility to be familiar with all applicable clauses and provisions. FAR Clauses and provisions incorporated by reference may be viewed in full text via the Internet at http://farsite.hill.af.mil/ or http://www.arnet.gov/far/. The following FAR provisions are applicable: FAR 52.212-1 Instructions to Offerors Commercial FAR 52.212-3, Offeror Representations and Certifications is applicable and can be downloaded from the internet: http://farsite.hill.af.mil/. If an offeror maintains the required certifications in System for Award Management (SAM) which can be found at: http://www.acquisition.gov only paragraph (b) of this provision must be submitted. The following FAR clauses are applicable: FAR 52.252-2 Clauses Included by Reference FAR 52.212-4 Contract Terms and Conditions - Commercial Items FAR 52.212-4 Contract Terms and Conditions - Commercial Items Alt. I The following clauses within FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition through the latest FAC: 52.204-10, 52.209-6, 52.209-10, 52.219-6, 52.219-13, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-18, 52.225-3 A1, 52.225-13, 52.232-33. Offeror that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. FAR 52.232-39 Unenforceability of Unauthorized Obligations Additional Instructions and Evaluation Clearly identify a Firm Fixed Price for the Robotic Total Station and a Labor Hour price per hour for the training. The quote should break down all equipment and software by unit price and indicate whether or not a credit applies for the trade-in noted in the Statement of Work. Please include a discount for the trade-in equipment if applicable to your commercial practices. Please submit commercial product information with quote and a copy of the warranty provided by the manufacturer and a description of your commercial software and equipment training. The Government will award purchase order resulting from this RFQ to the responsible quoter whose quote, conforming to the RFQ is the lowest price technically acceptable. Offeror must be registered in SAM to be eligible for award. Submission of Quotes Quotes must be received by the date specified in this announcement to Kendra Kozak, Contract Specialist through FedConnect. Refer to the link provided in the solicitation.
