Description
The NAVFAC Mid Atlantic Facilities Engineering and Acquisition Division (FEAD) has identified the need for Qualified Line-Clearance Tree Trimming Services along electrical distribution line right-of-ways (ROW). The contractor is required to perform Line (ROW) Tree Trimming Services, to include removing trees, trimming, clearing brush, vines and mowing at Marine Corps Air Station (MCAS). THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE. THERE IS NO SOLICITATION AT THIS TIME. This request for capability statements does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The work will include the removal of vegetation (trees, trees branches, vines and brush) within the right-of-way. Trim tree branches and remove trees 6 inches or less in diameter within 20 feet of the electric distribution line. Remove dead trees within 40 feet of the electric distribution line. Cut underbrush to a height of less than 6 inches in the electric distribution right-of-way. Trim around guy wires in the electric distribution right-of-ways and remove vines growing up and around the utility poles. The vegetation identified for removal and or trimming is defined as any woody perennial plant having several stems or branches arising from either the base or the trunk of the plant. The contractor must also be able to comply with the required OSHA Standard 1910.269 for 269 qualified employees, OSHA Standard 1910.333(C)(3)(i) for unqualified (non-electrical) employees, OSHA Standard 1910.269(r) Line Clearance tree Trimmers, North Carolina Statue Chapter 95, Article 19A, and American Public Power Association Safety requirements 508.2 Working Near Energized Conductors, 508.3 Tree Felling, 508.4 Care and Use of Tools and Rope, 508.5 Powered Trimming Equipment, and 508.7 Right-of-Way Clearing and Maintenance in the performance of the contract. The contractor must possess and maintain all required certifications for performing the work, such as but not limited to, Certified ISA Utility Specialist with required number of hours of field work, Tree Care Industry Association Electrical Hazard Training with Electrical Hazards Awareness Program Certification with required number of hours of field work or equivalent program such as ACRT Inc. Independent Utility/Vegetation Management Certification with required number of hours of field work. All field work (On-the-Job Training) must have been under a qualified line clearance tree trimmer. FEAD is seeking information regarding all firms, both large and small, who have demonstrated experience in Line-Clearance Tree Trimming Services along high voltage electrical distribution lines. Innovative comments/suggestions from industry on how to solicit this requirement are encouraged by the government. The methodology explained in this sources sought notice is only preliminary. The government reserves the right to accept suggestions from industry and solicit in accordance with those suggestions if it ™s determined beneficial to do so. This is a preliminary notice only and a separate solicitation-specific synopsis will be published in Federal Business Opportunities/NECO in the near future.
