- Description
- The Defense Logistics Agency, DLA Maritime Norfolk Naval Shipyard Contracting Division intends to negotiate a firm fixed price contract for one (1) each oil free air compressor, one (1) each regenerative air dyer with a one (1) year service agreement which will be used at the Norfolk Naval Shipyard, Portsmouth, Virginia. The North American Industry Classification System Code is 333912: Air and Gas Compressor Manufacturing. This requirement will be procured unrestricted. The contract line item (CLINs) is as follows. CLIN 0001 (1) each oil free air compressor, one (1) each regenerative air dyer with a one (1) year service agreement GENERAL SPECIFICATIONS: Oil free Air: Compressor Specifications: 1. Air Compressor must supply oil free air per ISO 8573-1 Class 0 and utilize a non-oil flooded rotary screw design. An Oil flooded rotary screw design with attached oil separator is not acceptable. 2. Equipment must be new from the manufacturer. Refurbished or used equipment is not acceptable. Air Compressor must be the same manufacturer as the regenerative air dryer. 3. Compressor is to be a fixed speed design. A variable speed design is not acceptable. 4. Gearbox casing must be designed to maintain a vacuum on its oil contents in order to prevent a potential of contamination of the air supply in the event of a seal failure. 5. Air Compressor must be rated for outdoor use in an industrial environment with weather elements associated with a saltwater marine location in temperatures ranging from 20 to 100 Degree F. 6. Air compressor control panel/monitoring system must have a weather tight enclosure to protect touch pad display from the weather however still allows for viewing and operation. Control panel must be capable of being viewed and operated without opening any interior portions of the equipment (concealment behind a removable panel is not authorized). 7. Air compressor must use an electric air cooled design. Water cooled design is not acceptable. 8. Must be electrical powered 230/460V, 60 HZ, 3 Phase. Capable of starting and running on a 400 amp circuit breaker. 9. Air Compressor to be furnished with a male 500 mcm Kamlock fitting 10. Air compressor must supply at least 750 Cubic Feet per Minute (CFM) and no greater than 850 CFM of compressed air. 11. Air Compressor must be able to supply compressed air at a pressure at 125 Pounds per Square Inch (PSI) 12. Air Compressor: must be capable of running 24 hours/ day, 7 days/week 13. Air Compressor must have moisture separator (electric type) after coolers 14. Discharge must be 2" National Pipe Thread. 15. Unit must be free standing and must have forklift slots (capable of being moved with a forklift) 16. Air compressor must take up a footprint no greater than 6 feet wide and 14 feet long. Regenerative Air Dryer Specifications: 1. Equipment must be new from the manufacturer. Refurbished or used equipment is not acceptable. Regenerative Dryer must be the same manufacturer as the Oil Free Air Compressor. 2. Control panel/ monitoring system must have a weather tight enclosure to protect touch pad display from the weather however still allows for viewing and operation. Control panel must be capable of being viewed and operated without opening any interior portions of the equipment (concealment behind a removable panel is not authorized). 3. Regenerative Air Dryer must provide an extra low dew point to -100°F. 4. Must be capable of handling at least 850 cubic feet minute (CFM) at 125 PSIG. 5. Electrical Requirements: 110/120 VAC, 60 HZ, 1Phase 6. Inlet and outlet must be 2" National Pipe Thread 7. Regenerative Air Dryer must be rated for outdoor use in an industrial environment with weather elements associated with a saltwater marine location in temperatures ranging from 20 to 100 Degree F. 8. Unit must be free standing and must have forklift slots (capable of being moved with a forklift) 9. Unit must be heatless design. Heated or refrigerated regenerative air dryer designs are not acceptable. 10. Footprint must not be greater than 8 Feet Wide by 8 Feet in Length. Equipment Service agreement (1 year term renewed on an annual basis): 1. Contractor is required to perform preventative/planned maintenance on both the regenerative air dryer as well as the oil free air compressor as specified per the equipment operation/maintenance manuals for a term of 1 year. Contractor must utilize factory trained technicians that have the ability to service equipment that may be located at an alternate installation site besides Norfolk. Naval Shipyard (Portsmouth VA). Alternate sites for the air compressor and regenerative air dryer include Naval Station Norfolk (Norfolk VA) and the Nuclear Power Training Unit (Goose Creek, South Carolina). 2. Contractor is to provide a total ownership service agreement on both the oil free compressor and regenerative air dryer for a time period of 1 year renewed on an annual basis starting at the point of delivery to the customer. 3. The contractor shall dispatch a factory trained maintenance technician in response to a service request to repair the air compressor and/or regenerative air dryer within eight (8) hours of notification by NNSY (including times outside of normal working hours) at no additional charge during the year term of the service agreement. Contractor must have the ability to service equipment and provide trained personnel that may be located at an alternate installation site beside Norfolk Naval Shipyard (Portsmouth VA). Alternate sites for the air compressor and regenerative air dryer include Naval Station Norfolk (Norfolk VA) and the Nuclear: Power Training Unit (Goose Creek, South Carolina). 4. Contractor shall provide all parts, labor, travel, and freight while performing preventative and planned maintenance work as well as unscheduled repairs at no additional charge during the 1 year term of the service agreement for the oil free air compressor and regenerative air dryer. 5. Contractor is responsible for providing factory trained maintenance technicians to perform any maintenance covered by the service agreement that meet the proper security and badging requirements for Norfolk Naval Shipyard (Portsmouth VA), Naval Station Norfolk (Norfolk VA) and Nuclear Power Training Unit (Goose Creek South Carolina). 6. Contractor is responsible for providing training by a factory certified maintenance technician for the customer upon delivery of equipment including operation as well as normal preventative maintenance practices outlined pet the manufacturers operation/maintenance manual for each piece of equipment. This procurement will be processed in accordance with Federal Acquisition Regulation (FAR) Subpart 13.5 Test Program for Certain Commercial Item. The solicitation number is SPMYM1-14-Q-0171 and it is expected to be posted on or about 26 September 2014 and posted in fedbizopps, https://www.fbo.gov/.
