Description
This RFI is issued solely for information and planning purposes and to identify interested sources. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States (U.S.) Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. DESCRIPTION: This is a potential follow-on requirement for PBL Sustainment and Operations Support at the complete system level (system of systems) for legacy and Tactical Common Data Link (TCDL) RQ-7B variants. This request for information is for FY 17 and beyond for PBL and associated Sustainment and Operations Support for all RQ-7B Shadow TUAS fielded configurations, both within the Contiguous United States (CONUS) and Outside Contiguous United States (OCONUS). The PBL effort includes contractor managed supply and maintenance, field supply support, depot level supply support, depot-level maintenance, software support, total package fielding, sustainment training, development and sustainment of logistics products (provisioning, Logistics Management Information, technical manuals, Level of Repair Analysis, and training materials), and the integration of Field Service Representative (FSR) personnel for the U.S. Army, U.S. Marine Corps (USMC), and Commonwealth of Australia (CoA). The Sustainment/Operations support may consist of Pre-Deployment Training (Preset), Refurbishment and Reconstitution of System Hardware (Reset), New Equipment Training (NET), Special Unit Training (SUT), and Brigade Integration Training (BIT) for all variants of RQ-7B system configurations as required by end users. The above requirements will be published in the Competitive Advocates Shopping List (CASL) in FY 2016/2017. Responders must be able to support the legacy baseline configuration systems and the TCDL baseline configuration systems simultaneously during FY17 and beyond. The Government does not have a complete procurement Technical Data Package (TDP) for this requirement. However, a level three (production) drawing set, which supports its TCDL component, has been procured. The Government is also reviewing Shadow legacy technical data. There are no plans to purchase a complete TDP for this requirement. Furthermore, potential responders must be able to maintain interoperability with the UAS Ground Control Stations, OSRVTs, and Army Aviation Platforms. Responses may include data that vendor's do not want disclosed to the public for any purpose or used by the Government except for information purposes. If your company wishes to restrict the data, the title page must be marked with the following legend: Use and Disclosure of Data: This response includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this response. This restriction does not limit the Government's right to use information contained in these data if they are obtained from another source without restriction. The data subject to this restriction are contained in Data Sheets [insert numbers or other identification of sheets]. Your company may also mark each sheet of data it wishes to restrict with the following legend: quote mark Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this response. quote mark JUSTIFICATION AND APPROVAL HISTORY: To date, all Shadow PBL and Sustainment/Operations contracts have been awarded on a noncompetitive basis. The authority utilized for the noncompetitive contract awards was 10 United States Code (U.S.C.) 2304(c)(1) as implemented by Federal Acquisition Regulations (FAR) 6.302-1(a) (2) (iii), Only One Responsible Source or a Limited Number of Responsible Sources, and No Other Supplies or Services Will Satisfy Agency Requirements. SECURITY REQUIREMENTS: Responders must have a COMSEC account and must demonstrate the ability to maintain Defense Information Security Program Standards. Security requirements for the contract will be Secret facility and individual for selected personnel, Secret, Sensitive Compartmented Information, and Communications Security. Potential solutions sought shall have full National Security Agency (NSA) approved Type-1 and Advanced Encryption Standard (AES) level encryption capability. RESPONSES: Interested parties are requested to respond to this RFI with a white paper, not to exceed 10 pages, describing responder's capabilities and potential material/services solution that meets criteria referenced in this document. Responses are due no later than 6 October 2014; 5:00 PM CST. Contracts Points of Contact (POC): Mr. Joseph Levasseur, Contracting Officer, joseph.e.levasseur2.civ@mail.mil. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 6 October 2014 will be answered.
