- This is NOT a Request for Proposal (RFP). It is anticipated that an RFP will be issued on or about 17 October 2014. The U.S. Army Engineering and Support Center, Huntsville (CEHNC) intends to solicit proposals in support of the Department of the Army's established a goal of securing 20 percent of its energy from renewable sources by year 2015 and 25 percent of its energy from renewable sources by year 2025. In support of this goal, CEHNC proposes to issue a RFP, on an unrestricted basis, under solicitation W912DY-13-R-0051 with the intent to award a Firm-Fixed Price (FFP) stand-alone contract. The Government intends to procure renewable combined heat and power (CHP) (also known as a renewable energy generation facility (REGF)) on the Redstone Arsenal (RSA), located in Huntsville, AL. The REGF will supply a minimum of 160,000 MWh per year and a maximum of 208,000 MWh of electricity per year and a minimum of 380,000 klbs of steam per year. It is the Government's intent to purchase only the electricity and steam that is produced by the REGF, and not to acquire any generation assets. Currently, RSA procures its steam from Solid Waste Disposal Authority (SWDA), a City of Huntsville, Alabama non-profit corporation and its electricity from the Tennessee Valley Authority. The United States Army Corps of Engineers, Huntsville Center (USACE-HNC) will issue an RFP for the purpose of selecting, through a competitive selection process, a third party developer who shall finance, design, build, operate, own and maintain the REGF. The Government will contract with the selected developer to purchase the energy for up to thirty (30) years in accordance with the 10 U.S.C. 2922a. A lease will be required to meet the objective of this contract. RSA is a 38,125 acre facility located in Northern Alabama. RSA has 25,860 Test Area Acres and 3,000 Buildable Acres. There are 19 Million square feet of Building space. RSA is comprised of four major zones, residential zone, City Center, Professional Zone, and the Industrial zone. SWDA generates steam through incineration of municipal solid waste (MSW) supplied from the regional area. The MSW is considered a renewable energy source. The system utilizes two mass-burn furnaces with temperatures that exceed 2000 degrees Fahrenheit. The steam that is produced is distributed through the SWDA owned steam distribution system located on RSA. RSA will continue to procure steam from SWDA until the facility constructed pursuant to this contract becomes operational. TVA provides electrical service to RSA through two transmission supplies onto the installation. The power distribution system beyond the Electric Distribution Company (EDC) point of common coupling (PCC) with TVA comprised of transformers, switches, poles, wires, and other, is owned and operated by RSA.
