- Synopsis for Deli/Bakery Operations in various commissaries located in the West Area The Defense Commissary Agency (DeCA) is seeking a contractor/contractors with current relevant qualifications, experience, personnel, and capability to provide the labor, management and assorted food products necessary to support In- Store Delicatessen and Bakery Resale Operations (to include hot foods and sushi) in U.S. Military commissaries. Solicitation HDEC02-14-R-0001 will be issued for this requirement on or about October 21, 2014. The solicitation will be available for download on the internet at FedBizOPPS (www.fbo.gov) on its issue date. The NAICS code is 722310 for this requirement, and the size standard is $38.5 million. Performance is anticipated to commence June 1, 2015, for CLIN 0001, CLIN 0002, CLIN 0003, CLIN 0004, and CLIN 0005. The base period of performance will be 24 months, plus three 12-month option periods, and the potential for five additional one year Award Term incentives. A fixed price contract is contemplated. For the purpose of this solicitation, CLIN 0001 contains four stores, CLIN 0002 contains five stores, and CLIN 0003 contains fifteen stores, CLIN 0004 contains five stores, and CLIN 0005 contains twelve stores. The offeror may submit a proposal for one or more CLINs, or all five CLINS, but must submit an offer for all of the stores within each CLIN for which a proposal is submitted, and must submit a proposal for all sub CLINs. There is a possibility of one or more contracts resulting from this procurement.
