- This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation # N63394-14-T-0186 is hereby issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-74, Effective July 1, 2014. This is a restricted purchase set-aside for 100% Small Business Concerns. The North American Industry Classification System Code (NAICS) is 334417. The small business size standard is 500 employees. The Federal Supply Classification (FSC) for this order is 7042. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered IAW FAR 13.106-2. Reference FAR 52.212-2 under "Clauses Incorporated by Full Text" within this document for more details. This is a brand name requirement. CLIN 0001: (RFT2-19-MIL-CAT5A) 19" 1U RUGGEDIZED LCD AND SEALED KB/TB CAT5 SWITCH P/N: RFT2-19-MIL-CAT5A Quantities: 4 EA Characteristics/Specifications: (i) Must pass military standards specifications (MIL-STD) 901, 167, and 461E in terms of shocks and vibrational testing (ii) KVM must have some kind of locking mechanism to secure the monitor – flap needs to be shut completely in order to prevent from the display glass unit to be scratched (iii) KVMs shall have a minimum of rack height of 1U and no more than 2U (iv) Depth of the KVM will need to be adjustable between 24’’ inches to 36’’ inches due to the server rack cabinet depth requirements (v) Mouse shall have room for palm adjustability (wrist-free maneuverability to control the mouse) (vi) Video graphics shall exceed 15 million colors (vii) Maximum resolution shall be no more than 1280 x 1024 and the minimum shall not be less than 640 x 480 resolution; this varies depending on operating frequency (viii) Shall be compatibile to video graphics adapter (VGA), super video graphics adapter (SVGA), and extended video graphics array (XVGA) (ix) Operating pixel frequency shall be between 50 to 80 Hz (x) Cold Cathode Fluorscent Lamp (CCFL) shall have a mean time between failure (MTBF) exceeding 25,000 hours (x) Luminious intensity (level of brightness) shall be equivalent or exceeding 250 candela/per square meter (cd/m2) due to visibility requirements (xi) Video monitoring shall default with auto-adjustments (xii) Toggling between information systems (ISs) have the capabilities to be disabled are required due to mix classifications is present in the switch configuration (xiii) Must have disability of any hot keys for any unauthorization in the switch configuration (xiv) KVM must have the capability of reconfiguring the network KVM switch to use FIPS-140-1/2 validated cryptography for all communications across the network (xv) KVM must have the capability of reconfiguring the network KVM switch so that it will not encapsulate USB connections other than the keyboard, video monitor, or mouse, over internet protocol (IP) address (xvi) Unit must weigh no more than 40lbs due to the sliding rails requirements (xvii) Include the capability in reconfiguring the network attached KVM switch to require the users to login to the KVM switch prior to being allowed access to the ISs attached to the KVM switch (xviii) Must have the option of having flexible power supplied in the unit (usually comes in 12/24/48V configurations) (xix) Input voltage supply shall be 90V-240V with operating frequency of 50-60 Hz (standardize power supply for all countries) (xx) Must have VGA or digital video input (DVI) from the output monitor of the KVM Place of delivery will be Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, CA. The final delivery address will be provided upon contract award. The awardee is required to be registered with, understand, and invoice through Wide Area Workflow. All quotes shall be evaluated on the ability to meet required specifications, delivery, and cost. A quote that is so lacking in information, that a proper evaluation would require elaborate explanation, may be deemed unacceptable. b. Quotes must confirm that the quoted items and/or services are in accordance with the Brand Name as outlined within this RFQ. c. The vendor shall submit a quotation that includes all prices for the listed items/services and the delivery dates for each item/service. (End of Provision) *** It is very important that all vendors follow all instructions provided below, when quotes are submitted *** Vendors are required to register or update their registration on the Central Contractor Registration website at https://www.sam.gov/portal/public/SAM/. This registration is required to receive contract award and will facilitate payment. Please include affirmative certification of ability to comply with Required Delivery Date. Additional information required in quotation: DUNS #, CAGE CODE #, and TIN #. The Government is seeking F.O.B Destination. Quotes in response to this solicitation should be emailed to patricia.page1@navy.mil. Solicitation close date: September 29, 2014 at 2:30 P.M. Pacific Time. Quotes will be accepted via email only. Late submissions will not be considered. The burden of insuring the Vendors' quote is received by this office, within the stated timeframe, is the responsibility of Vendor. For email quotes, the Government office designated for receipt of the quote is the email inbox of the addressee indicated above. Notwithstanding the provisions at FAR 52.212-1(c), delivery is not accomplished until the addressee can open the email; delivery to a server or an email inbox on a server is not considered delivery to the designated Government office and the quotation is not under the Government's control until the addressee can open the email. The email shall not be considered to be delivered unless the entire content of the email and all attachments can be read by the addressee indicated above. Receipt of an electronic acknowledgment from the addressee establishes that a record was received but does not establish that the content sent corresponds to the content received. Email attachments are limited to no more than 2MB. Vendors are specifically warned that email may be subjected to spam filters or attachment stripping. All transmissions must clearly state the solicitation number and the name of the Specialist on the first page to ensure proper receipt. Attention is directed to FAR 52.212-1(c), concerning late submissions. Vendors are responsible for allowing adequate time for transmission to be completed. The Vendor bears the risk of non-receipt of transmissions, and should ensure that all pages of the proposal (and any authorized modifications) have been received by the designated office before the deadline indicated. Pages of a transmission that arrive after the deadline will not be considered. The Government may make award based solely on the quote received.
