Description
The Naval Surface Warfare Center, Port Hueneme (NAVSEA PHD), proposes to enter into a firm fixed price purchase order on a basis of other than full and open competition under statutory exceptions in accordance with FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements: Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1) and FAR 13.501(a)(1)(ii)under the Commercial Items Test Program for commercial items under section 4202 of the Clinger-Cohen Act of 1996 or the Services Acquisition Reform Act of 2003 (41 USC 428a {41 USC 1903 and 1904), with Aydin Displays Inc., 1 Riga Ln, Birdsboro Pa 19508-1303 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. In accordance with D.O.D. Competition Policy Memo from the Under Secretary of the Defense dated 21 Aug 2014, a Sources Sought Notice was posted to Federal Business Opportunities to give potential interested parties an opportunity to respond before this intent to award sole source is issued. Six potential vendors responded to this notice. The NAVSEA technical evaluator for this project deemed only one vendor technically capable of meeting the Navy's shipboard requirements. Sources interested in future announcements shall provide detailed information of their capabilities and certifications. The sources' technical capability statement must address their ability to perform preventive maintenance services for the equipment identified above; their ability to obtain OEM parts and software upgrades and past performance and pricing information. The responses shall identify the company name, point of contact, address, phones number, DUNS number, Tax ID, business size and solicitation number. This information will be reviewed by the Government for consideration for future requirements. North American Industrial Classification Code (NAICS) 561621 with a small business size standard of $19,000,000.00 gross annual receipts. If any responses to this sole source notice are sent to the Government they will be used by the Government to make appropriate determinations about potential sources only. No solicitation is available at this time. Fourteen (14) each Surveillance Camera Systems Five (5) each AN/SVD-2(V) 2 Camera Systems Minimum Camera Optics and Electronics Focus: Automatic with manual override Optical Zoom: 10X Minimum Minimum Illumination: 0.15 lux (20 IRE, AGC on) color, 0.015 lux (monochrome mode) Video Output: 1.0 Vp-p, 75 W composite or video over IP Pickup Device 768 (H) x 494 (V) pixels Horizontal Resolution: 470 lines at center S/N Ratio: No less than 48 dB Scanning 525 lines, 60 fields, 30 frames Horizontal 15.734 kHz Vertical 59.9 Hz Scanning System: 2:1 interlace Gain Control: Automatic (AGC) White Balance: Automatic IRIS: Automatic Field of View: 45-degrees minimum Latency of video display <100 msec Latency of command response < 100 msec To be eligible for award consideration of a Government contract, contractors must be properly registered in the System for Award Management (SAM). The link to the website is https://www.sam.gov This notice of intent is NOT a request for competitive quotes the Government reserves the right not to compete the proposed purchase order based on responses received to this notice. However, the Government may consider all responsible sources received within two days of this posting. It is noted that the intent of market research is to survey the market place to identify supplies and /or services and sources that will meet the agency's future needs. There is no guarantee of award for any contractor engaged by the Government during the market survey process. Written responses to this notice shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. If no written responses are received after the publication of this notice the purchase will be awarded without further notice. All responses shall be emailed to David Lindstrom at david.lindstrom@navy.mil no later than 3:00 p.m. on 29 September 2014.
