- This is a design-build project to obtain all labor, materials, services, and equipment necessary to renovate the Cardiology and Pulmonary Department located on the 3rd level, śM ť block of the North Clinic Building at Naval Medical Center, San Diego (NMCSD), in San Diego, CA. The current status of the department creates a strain on the staff and limits their ability to assess patients to determine the appropriate levels of care. The North Clinic, (Building 3N) is a four-story structure and was built as a 175,841 square foot building in 1987 and has been utilized as an ambulatory clinic for the Naval Medical Center San Diego. The configuration of current offices, exam rooms, bathrooms, and halls are of 1980s construction and finishing. The acoustical ceiling tile system is stained and deteriorated. Interior wall finishes need to be painted and repaired. The majority of the interior doors are original to the building construction, and they are damaged and difficult to operate. Built-in counters and cabinets are substandard and inadequate which need to be replaced. The drinking fountains are deteriorated and do not meet ABA code. Incidental to architectural repairs, restroom work will include provisions for handicap accessibility. A new signage system needs to be provided for the facility to bring it up to code. The supply air diffusers and return air grilles are deteriorated and need to be replaced to fit the requirements of the system and the new suspended acoustical ceiling grid system. The existing fire sprinkler system needs modification to replace all existing sprinklers with new concealed quick response type. Electrical system components such as panels, lighting fixtures, lighting and branch wiring are deteriorated and need to be restored per current code. Given the code violations that result from dated construction, the general wear and deterioration of the facility, and negative impact to the mission that this substandard facility causes, this project is necessary for NMCSD to deliver the quality care that is required.
