Description

The work includes, but not limited to, wet pipe water fire sprinkler system; automatic aqueous film forming foam (AFFF) water fire suppression system; water storage tanks; fire pumps; fire pump building; hydrants; fire protection water supply lines; collection pits with sump pumps; exterior retention tank for disposal of AFFF and fuel; new emergency voice and fire alarm system; explosion proof ventilation fixtures; repair existing and provide additional oil tight doors along the tunnel; and integration of ventilation system with existing emergency system controls; and incidental related work. The RFP contains sensitive but unclassified information which is �For Official Use Only (FOUO) �. All individuals who will be receiving the sensitive information must comply with the requirements of DoDM 5200.01 dtd 24 Feb 12. Potential offerors/subcontractors/suppliers shall provide the exact names of the personnel who will be accessing the information (e.g. stating our proposal team is insufficient). The Non-Disclosure Form provided at the end of this Document shall be completed and return to ann.sakieli@navy.mil. Further, you must destroy all electronic and/or hard copy versions of FOUO documents. You must also comply with basic contract clause DFARS clause 252.204-7000, Disclosure of Information. A site visit has been scheduled for 20 November 2014, 9:30 a.m. HST. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions. ONLY U.S. Citizens will be allowed to attend. Proof of citizenship is required (see attached for acceptable documents). Offerors interested in attending the pre-proposal site visit must provide company name, attendee �s name(s), attendee �s phone number, copy of proof of U.S. citizenship. If you do NOT have a Rapidgate pass to access the base, please submit the completed JBPHH/JB2 Form 0-180. All forms shall be submitted to Ms. Ann Saki-Eli at ann.sakieli@navy.mil on or before 4 November 2014, 2:00 p.m. HST (NO EXCEPTIONS). Additional information regarding the site visit will be provided in the Request for Proposal. Estimated range is from $25,000,000 to $50,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 238220 AND AVERAGE ANNUAL RECEIPTS IS $15.0 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 600 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The technical evaluation factors are anticipated to be as follows: (1) Recent, Relevant Experience; (2) Past Performance On Recent, Relevant Projects; (3) Quality Control Fire Protection Engineer Experiences / Qualifications; (4) Safety; (5) Schedule. The Request for Proposal (RFP) will be available on or about 29 October 2014. Hard copies containing the RFP will not be issued. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274215R1308 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Approval will not be granted until receipt of the executed non-disclosure form. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274215R1308. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holder �s list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation.
