Description
The Space and Naval Warfare Systems Command (SPAWAR HQ), in support of the Naval Sea Systems Command, Program Executive Office, Submarines, Maritime Surveillance Systems Program Office, PMS 485, intends to issue a Full and Open Competitive Request for Proposal (RFP) for the development of Shallow Water Surveillance System (SWSS) passive acoustic linear arrays. Based on market research, the Government determined that there were no small businesses capable of producing the required arrays within the required time frame. The SWSS arrays are surveillance sensors used as the primary sensing capability for SWSS units which are physically attached to the arrays. Each SWSS unit is a stand-alone, battery powered system which will collect, process, analyze the data from the array and transmit undersea contact locating information to operational commanders. They are designed to support the Navy's littoral undersea surveillance needs in detecting and reporting submarines. Each SWSS array comprises the following sub-assemblies: one acoustic array (to include its leader cable and terminating connector); one array interface card (physically located inside the SWSS node bottle which includes its necessary connectors and bulkhead connector), and one array dispenser. The proposed contract will be a five (5) year effort (base year with four (4) option years) and will allow for the development and production of a maximum of 75 SWSS passive acoustic linear arrays. The development and production effort will be procured on a Firm-Fixed-Price (FFP) basis. A Sources Sought, SPAWAR Headquarters MKTSVY F1ADA dated 24 June 2014, was issued for market research purposes to determine the interest and capability of Small Business to participate in this acquisition. Of the four responses to the Sources Sought, three were from small businesses and one was from a non-profit organization. The Government's analysis of the Sources Sought responses indicated that none of the four were capable of producing the required arrays within the required time frame. Therefore, it was recommended that the SWSS Array RFP be issued as a Full and Open Competitive solicitation. The SPAWAR Small Business Office and the Small Business Administration Representative reviewed the Sources Sought analysis and concurred with the decision not to set-aside this effort.
