- The Norfolk District, Army Corps of Engineers is contemplating a Firm Fixed Price, Design-Bid-Build contract, for the Renovations of the Fifth Floor of the Boston Military Entrance Processing Station (MEPS), Boston, MA. Description of Work: The scope of work for this project includes renovations to the fifth floor within the Barnes Building located in downtown Boston at 495 Summer Street, Boston, MA 02210. The efforts will relocate the Boston Military Entrance Processing Station (MEPS) facility from the fourth floor to the fifth floor of the building once construction is complete. The effort involves interior renovations to approximately two-thirds of the fifth floor. Interior spaces for renovations include: Offices, Non-Complex Medical Examination Rooms, Computer Testing Rooms, Conference/Briefing Rooms, Restrooms and Lockers. The work is non-complex construction for standard office-type construction methods to include: minor interior demolition, metal stud/drywall interior partitions, suspended ceilings, interior doors, interior finishes, casework, interior glazing, signage, lighting, power, communications, HVAC, plumbing, fire protection. The Government intends to award a firm fixed price contract using INVITATION FOR BID WITH PRE-AWARD SURVEY and procedures outlined in FAR 36 and FAR 14. Preaward survey will determine contractors responsibility in accordance with FAR 9.104 and 9.106. Bidders will be evaluated on both pre-award survey and conformance to the solicitation and price. TheGovernment reserves the right to reject any or all Bids; and to award the contract to other than the lowest total price and to award to the bidder submitting the lowest bid determined by the Government to be responsible. The contract duration is 365 calendar days to account for mobilization, submittals, materials, work, admin, and closeout. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. The NAICS code applicable to this requirement is 236220, with a small business size standard of $33.5 million. The proposed procurement listed herein is 100% set-aside for Small Business Concerns. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The solicitation will be available in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation will be posted on the Federal Business Opportunities website at http://www.fbo.gov on/about August 4, 2014.
