- Contractor is to furnish fresh shell eggs for commissaries located in the West Area for the Defense Commissary Agency (DeCA). The commissaries require various quantities of jumbo, extra large, large, medium, fresh, shell eggs in white and brown. For the purpose of this solicitation, the 54 commissaries in this region are grouped geographically into 8 groups. The West Area includes the following commissary locations: Group 1: Bangor NSB-WA, Bremerton-WA, Fort Lewis-WA, McChord-WA, Whidbey Island-WA, Smokey Point-WA Group 2: Mountain Home-ID, Fairchild-WA, Malmstrom-MT Group 3: Davis Monthan-WA, Fort Huachuca-WA, Luke-WA, Yuma MCAS-WA, Yuma PG-WA Group 4: Barstow-CA, Camp Pendleton-CA, China Lake-CA, Edwards-CA, Port Hueneme-CA, San Onofre-CA, Vandenberg-CA, Miramar-CA, San Diego-CA, North Island-CA, Nellis-CA, Fort Irwin-CA, Imperial Beach-CA, Los Angeles-CA, March AFB-CA, Twenty-Nine Palms-CA, El Centro-CA Group 5: Beale-CA, Fallon-CA, LeMoore-CA, McClellan-CA, Moffett Field-CA, Presidio Monterey (Ord)-CA, Travis AFB, Hunter-GA Group 6: Hill-UT, Dugway-UT Group 7: Barbers Point-HI, Hickam-HI, Kaneohe Bay-HI, Pearl Harbor-HI, Schofield Barracks-HI Group 8: Anchorage Area-AK, Eielson-AK, Fort Greely-AK, Fort Wainwright-AK, Kodiak-AK The estimated annual quantities of the variety of eggs per carton by groups are as follows: Group 1: 665,745 Group 2: 140,720 Group 3: 106,660 Group 4: 957,798 Group 5: 331,729 Group 6: 67,917 Group 7: 386,005 Group 8: 214,103 A vendor stocker is required for this solicitation. Only ONE UPC will be required for each line item. Multiple UPC's for the same item will NOT be allowed. A single solicitation containing the eight geographical groupings will be issued. Each group will be independently evaluated and awarded on an "all or none" basis. The Government will award one or more contracts resulting from this solicitation based on evaluation using the best value, lowest priced technically acceptable procedures. An Indefinite-Delivery Requirements Type contact is contemplated with Firm Fixed Price w/ Special Factor Pricing that will adjust the unit price weekly based on the market index. The NAICS code is 112310 for this requirement with a size standard of $15M in average annual gross revenue for the last three fiscal years. The period of performance shall commence approximately 60 days after notification of contract award (or a date specified by the Contracting Officer) for a base period of 24 consecutive months plus three 12-month option periods. This solicitation will be issued on an unrestricted basis. All offers from large business firms must submit an acceptable subcontracting plan with their offer. Offers received from large businesses without an acceptable plan will not be considered for award. The Request for Proposal will be released on or about November 18, 2014.
