- The National Geospatial-Intelligence Agency (NGA) hereby releases Request for Proposal (RFP) HM1572-14-R-0011 for the Nonconventional Exploitation Factors Data System (NEFDS) effort. NGA proposes to award one contract to fulfill this requirement under a small business set-aside. Brief Summary: NEFDS is a key component to the National Geospatial-Intelligence Agency's (NGA) requirement to deliver non-literal exploitation capabilities to the National System for Geospatial-Intelligence (NSG) and to the Allied System for GEOINT (ASG) through the development of technologically-advanced software applications. NEFDS directly addresses the "build, maintain, and deploy signature libraries" sub-capability of the "create automated observations" capability of the "structured observation management" initiative of the "analytic capabilities" portfolio. Detailed information about materials in an image is required for certain facets of imagery exploitation, modeling and simulation leading to sensor and tools development for exploitation, and feature extraction and attribution. The NEFDS program is designed to provide and exploit that required information. The NEFDS is unique in that, unlike traditional spectral libraries, it provides a system of data, parameters, and models that permit the characterization of effective reflectivities and emissivities and radiance estimates as a function of arbitrary source, sensor, and target geometry. When the directional response of a material is known, it can be exploited for such applications as quantitative analysis, material identification, and specification of optimal scenarios, sensors, and geometries for collection. This solicitation, as a whole, is classified. Prospective offerors are required to have a Top Secret Facility Clearance. The level of safeguarding required is Top Secret. The duration of the contract period is planned to be a base year with four one-year option periods.
