Description
The U.S. Department of Education (the Department) is awarding this procurement of commercial services as a firm fixed price contract (North American Industry Classification System (NAICS) code 611710) in accordance with Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items).This was a negotiated procurement, conducted in accordance with FAR Part 15 (Contract by Negotiations). The Literacy Information and Communication System (LINCS) project represents a commitment by the Department to deepen the use of evidence-based resources and practices in adult education. LINCS provides professional development materials to support instructors, instructional and administrative leaders, researchers, professional development trainers, and curriculum developers. With this new procurement, the Department seeks to address the goal for all youth and adults to have access to effective teachers and leaders by providing resources to improve adult education and literacy services across the nation. The primary goal of the LINCS Resource Collection project is to provide a collection of high-quality evidence-based online resources for adult educators at the state and local levels. These resources will enable educators to design and deliver high-quality learning opportunities for adults so they can succeed in further education and training. To achieve this goal, the contractor shall meet the following objectives: • Manage the project to ensure accountability and successful outcomes. • Recruit, train and manage reviewers to review materials for inclusion into the collection. • Identify, organize and expand subject-oriented collections of instructional and multimedia resources to help state and local adult educators improve the quality and effectiveness of instruction. • Develop new or revise existing evidence-based professional development resources informed by the highest-quality research available for use by adult education and literacy educators; and assure the quality of the professional development deployed through LINCS Regional Professional Development Centers (RPDCs). • Disseminate information on new resources in the collection to state and local adult educators through communities of practice or and other appropriate means; and devise communications that promote the adoption of research into practice. This project is authorized under Title II, the Adult Education and Family Literacy Act, of the Workforce Investment Act of 1998, Public Law 105-220, Section 243, National Leadership Activities. Section 243 allows the Secretary of Education to establish and carry out a program of national leadership activities to enhance the quality of adult education and literacy programs nationwide. The contractor shall adhere to all Federal Government and Department of Education regulations, directives and standards. This contract has a 12 month Base Period with two 12-month Option Periods for a maximum period of performance of 36 months, if all options are awarded.
