- The U.S. Department of Education (the Department) is awarding this procurement of commercial services as a firm fixed price contract small-business set aside (North American Industry Classification System (NAICS) code 541611) in accordance with Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items), FAR 6.203 (Set-asides for small business concerns), and FAR Subpart 19.5 (Set-Asides for Small Business). This was a negotiated procurement, conducted in accordance with FAR Part 15 (Contract by Negotiations). Description : The Department’s mission is to ensure equal access to education and to promote educational excellence throughout the nation. The Office of Career, Technical, and Adult Education (OCTAE) is responsible for administering and coordinating programs that are related to adult education and literacy, career and technical education (CTE), and community colleges. The Division of Academic and Technical Education includes CTE initiatives as part of its mission to help all students acquire challenging academic and technical skills and be prepared for high-skill, high-wage, or high-demand occupations in the 21 st century global economy. The CTE Information Dissemination Project is authorized under §114(c)(1) of the Perkins Act, which authorizes the Secretary to carry out research, development, dissemination, evaluation and assessment, capacity building, and technical assistance with regard to career and technical education programs under the Perkins Act. The goal of the CTE Information Dissemination Project is to collect and analyze information about CTE programs and disseminate this information to the public to counteract existing biases toward CTE and share that today’s high quality CTE is a powerful strategy that complements other career preparation strategies (e.g., 4-year degrees, professional degrees, registered apprenticeships, and the military). This Project will provide the public with better access to timely and accurate information about CTE programs. The scope of the PWS encompasses contractor services to collect and analyze information that is available about CTE programs, conduct a series of focus groups with key stakeholders, and disseminate this information using communications and marketing. The Contractor shall adhere to all Federal Government and Department of Education regulations, directives and standards. The period of performance for this contract will be 18 months with no option periods.
