- Redacted Justification for Other than Full and Open Competition U.S. GOVERNMENT General Services Administration (GSA) Notice of Lease Award & Posting of Justification to Lease Space Using Other than Full and Open Competition The United States Government intends to award a succeeding lease using other than full and open competition for an existing lease for the BLM lease that is expiring in Phoenix, AZ at 9828 N. 31 st Avenue. The Government requires 72,454 rentable square feet of space. The space must be located in Phoenix, be contiguous, and 150 parking spaces must be included. The requirement is needed beginning August 1, 2014 when the current lease expires. The agency will be updating their plans for a new/replacing project in the next year or two. As such, the requirement is for five (5) years total with one (1) year firm term (cancellable with notice). State: Arizona City: Phoenix Delineated Area: Phoenix Minimum Sq. Ft. (ABOA): 66,606 Maximum Sq. Ft. (ABOA): 66,606 Space Type: Office Parking Spaces (Total): 150 Parking Spaces (Surface): 150 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: 5 Firm Term: 1 Option Term: N/A Additional Requirements: Succeeding Lease, 3,000 ABOA SF warehouse, 13' ceilings for Media Production Rooms, increased STC ratings. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. The U.S. Government currently occupies office and related space in a building under lease in Phoenix, Arizona, that will be expiring. The Government is considering alternative if economically advantageous. In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Interested respondents may include building owners and representatives with the exclusive right to represent building owners. Representatives of building owners must include the exclusivity agreement, representation letter, listing contract or other executed agreement granting the exclusive right to represent the building owner with their response to the advertisement.
