- The U.S. Forest Service, Contracting East, intends to award a sole source contract to Highland Trucking for snow plowing services from Forest Rd. 22 and the Walton Snow Park. This is not a formal solicitation or request for proposal. This synopsis of intent is to give notice of the Government's intent to make a sole source award. The State of Oregon and the U.S. Forest Service, Ochoco National Forest operate under a formal agreement which authorizes the removal of snow accumulations from Forest Rd. 22 and the Walton Snow Park. The period of service corresponds to the dates covered under the permit system. Within these terms, the Forest Service awards an annual contract for performance of snow removal services. Craig Woodward (Highland Trucking) also has an agreement with the U.S. Forest Service, Ochoco National Forest to plow Forest Rd. 42 to Big Summit Prairie where the Woodwards maintain a private residence. To facilitate this mutually- benefitting service, the Forest Service allows Mr. Woodward to park his snow removal equipment, which consists of a State surplus highway snowplow, grader, and front-end loader, at the U.S.F.S. Ochoco Ranger Station. This location is central to both Roads 42 and 22. Due to this unique arrangement, the following benefits accrue to the Forest Service in awarding the snow removal contract to Mr. Woodward: 1) No mobilization costs 2) Equipment capable of managing sudden, extreme accumulations of snow 3) Guaranteed availability of equipment and operator 4) Personnel already on site during peak weather conditions, qualified to gauge necessity of service and respond accordingly 5) Knowledge of the road; where to pile snow, areas prone to ice; shoulder drop-offs, traffic trends, local weather patterns, historical use by wildlife, and other hazards 6) Experience and Equipment which minimize the hourly cost to the Government This contract has previously been awarded to Highland Trucking after competing the requirement. In doing so for several consecutive years, it became apparent that no other local source could be responsible in comparison to Highland Trucking, given their unique positioning and experience at the contract performance location. The estimated total of the requirement is $11,400.00. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Date posting will close: 15 OCT 2014. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Kevin Toombs, AQM - Contracting East, USDA Forest Service, 3160 NE 3rd St, Prineville, OR. 97754, or electronically to: ktoombs@fs.fed.us. Responses must be received no later than 16:30 p.m. PDT 15 OCT 2014. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUB Zone certified. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach.
