- The U.S. Army Contracting Command - Aberdeen Proving Ground on behalf of the Headquarters, Department of the Army, Deputy Chief of Staff, G-8 (DAPR-DPI), intends to award a modification to W91WAW-12-C-0047 on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Northrop Grumman, Inc. The contract modification will increase the level of effort under option year two of the current contract to support the following objectives that are within scope: 1. Update the existing system to automate the simultaneous processing of multiple versions of the Army's Program Objective Memorandums (POM). 2. Add capabilities to the existing Army Portfolio Management Solution (APMS). 3. Transition the existing hardware and software infrastructure from its current location to a mandated DISA data center. 4. Transition from Army Knowledge Online (AKO) Single-Sign-On (SSO) to DISA-direct PKI. This notice of intent is not a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability with regard to this requirement no later than 12:00 P.M. EST, 8 October 2014. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via e-mail if the total file size is less than 5MB.
