- This acquisition was issued under exigency circumstances to limited sources capable of meeting the following Statement of Work: •1) Procuring Intershield 456 (Orange) and Intershield 6GV kits and development of laboratory standard samples to compare to field samples. •2) Optical Microscope •a. Observations for backside primer contamination •b. Count: 20 samples •3) ATR (Attenuating Total Reflectance) / FTIR (Fourier Transform Infrared Spectroscopy) analysis Backside surface of primer •a. Identification of potential contaminates on backside of primer •b. Verification of product type (fingerprint) to that of Intershield 456 •c. Count: 21 ATR/FTIR • i. 20 primer samples • ii. 1 Intershield 456 for comparison to 20 primer samples •4) Mix ratio of Primer by either KBr Pellet FTIR or Percent Nitrogen Testing •a. To determine mix ratio of primer samples compared to laboratory standard primer •b. Count: 23 • i. 20 primer samples • ii. 3 Intershield 456 at different mix ratios for calibration curve development, for comparison to 20 primer samples • iii. Note: If results from ATR/FTIR indicate any of the 20 samples are not a match for the laboratory standard International 456 then evaluation mix ratio for those samples would be omitted. •5) FTIR analysis of nonskid material •a. Verification of product type (fingerprint) to that of Intershield 6GV •b. Count: 21 FTIR • i. 20 nonskid samples • ii. 1 Intershield 6GV for comparison to 20 nonskid samples •6) DSC (Differential Scanning Calorimetry) for Primer layer •a. To determine cure of primer samples by glass transition (T g ) compared to laboratory standard primer sample T g. •b. Count: 21 • i. 20 primer samples • ii. 1 Intershield 456 for comparison to 20 primer samples •7) DSC for Nonskid layer •a. To determine cure of nonskid samples by glass transition (T g ) compared to laboratory standard nonskid sample T g. •b. Count: 21 • i. 20 nonskid samples • ii. 1 Intershield 6GV for comparison to 20 nonskid samples •8) GCMS (Gas Chromatography Mass Spectroscopy) •a. To determine if bulk samples contain different trace solvents compared to laboratory bulk standard of Intershield 456/6GV •b. Count: 21 GCMS samples • i. 20 bulk samples • ii. 1 Intershield 456/6GV laboratory bulk standard •9) Solvent wash of backside of primer and IR of collected residue to evaluate for silicon composition. •a. To be performed if ATR/FTIR shows Silicone bands. This evaluation may distinguish silicone contamination from silicone components of primer. •10) A test report summarizing all test results shall be provided. Description of samples: 20 bulk field samples containing Orange primer and dark gray nonskid.
