- This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The Department of the Interior intends to procure contract pilot services in accordance with the attached Statement of Work. The Contractor shall provide on-call contract pilot services to fly Government-owned aircraft in the southeastern United States. The period of performance has not been established but may start spring 2015. Interested small businesses that are certified and qualified as a small business concern under NAICS code 488190 with a size standard of $32.5M are encouraged to submit their capability packages outlining their experience in accordance with the attached Statement of Work. Please also provide answers to the following questions in addition to submitting ability and experience qualifications: (1)Does your company have a labor pool meeting the qualifications listed to support the Statement of Work? (2)Please indicate any General Services Administration Federal Supply Schedule (FSS) contract number(s) your firm has been awarded in association with these services and the contract expiration date(s). If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date, or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. Before a contract will be awarded, the offeror must meet required qualifications and have experience in providing required services in accordance with the attached statement of work. Successful offeror must be registered with the System for Award Management(SAM), and be willing to submit invoices online electronically through the U. S. Department of the Treasury's Invoice Processing Platform system (IPP).
