- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Southern Regional Contracting Office, Eisenhower Army Medical Center, Department of Clinical Investigation (DCI), Fort Gordon, Georgia intends to solicit, negotiate, and award a single award BPA for small laboratory research animals to support basic research through Good Laboratory Practices (GLP) studies at DCI. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation number W81K00-14-T-0352 is a request for quotation (RFQ). This is an unrestricted procurement. The NAICS Code is 112290 and the Size Standard is $7.5m. DCI is tasked with supporting the research requirements of an academic medical center through basic and applied clinical research projects focused on advancing education of army physicians, dentists and other health professionals. Some of that research requires the use of laboratory animals to test novel techniques and procedures to advance patient care in the following areas of research: (1) Sleep (2) Pain Management (3) Obesity and (4) Wound Healing The objective of this action is to purchase small laboratory research animals for research studies being performed at DCI. In order to comply with DoD Regulations on the Use of Animals these animals need to be provided by reputable, Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC) accredited vendors and in good health and free of disease. The following animals to be purchased include: Mice, All Strains Rats, All Strains Rabbits, All Strains (All Rabbits provided must be Bordetella free.) Guinea Pigs, All Strains Pigs, Yorkshire cross The product shall: Be from an AAALAC accredited facility, shall have been providing these types of products for greater that seven years to ensure the operation has provided a quality product that will not negatively impact ongoing research. Exception to this requirement shall be for the purchase of pigs. Be negative for standard host specific protozoa, viral, and bacterial agents specific for each species, shall be monitored by the vendor, if the vendor's colony does test positive, the vendor shall notify in writing within five (5) business day upon confirmation. For example, mice and pigs should be monitored and negative for the following: A.Sendai virus (SEND) B.Murine hepatitis virus (MHV) C.Lymphocytic choriomeningtis (LCMV) D.Mouse encephalitis (TMEV/GVII) E.Reovirus 3 (REO) F.Minute virus of mice (MVM) G.Pneumonia virus of mice (PVM) H.Mouse parvovirus (MPV) I.Ectromelia virus (ECTRO) J.Mycoplasma pulmonis (MPUL) K.Polyoma virus (POLY) L.Fecal floatation results M.Peri-anal tape test results, N.Pelt/fur check for mites results O.Mouse Norovirus (MNV) (Optional), and P.Helicobacter (Optional) Q.Brucellosis (Swine) R.Porcine Circovirus-2 (Swine) S.Swine Influezna (Swine) T.Transmissible Gastroenteritis Virus (Swine) U.Actinobacillus plueropneumonia (Swine) V.Porcine Respiratory and Reproductive Syndrome (Swine) W.Psuedorabies (Swine) X.Porcine Endemic Diarrhea Virus (Swine) Be able to provide health documents upon request or with each shipment. Be able to provide animals for each species which are weanlings thru adult, pregnant, mothers with litters, and retired breeders at specified ages, gender, or weight requirements. Be able to weigh specific animal prior to shipment, shall provide a weight sheet with the shipment upon request. Be Bordetella free for Rabbits. Products and Services The contractor shall provide, as requested, the products as described below. This requirement has been reviewed and contains no services that are inherently governmental functions, as no services are provided. Products will meet the above specifications. The products are: Mice, All Strains Rats, All Strains Guinea Pigs, All Strains Rabbits, All Strains Swine Delivery of items identified above shall be made to the following location: Department of Clinical Investigation Building 38705, 7th Alley Fort Gordon, GA 30905 POC: Mr. Eugene Cauley 706-787-0042 Eugene.cauley.civ@mail.mil 5.0INSPECTION AND ACCEPTANCE The Delivery POC is responsible for inspection and acceptance of all items, incoming shipments, documents, and services. 5.1Acceptance Criteria Certification by the Government of satisfactory goods or services provided is contingent upon the Contractor performing in accordance with the terms and conditions of the referenced agreement, this order, and all amendments. DFARS 252.246-7000, Material Inspection and Receiving Report. Delivery of items identified above shall be made to the following location: Department of Clinical Investigation Building 38705, 7th Alley Fort Gordon, GA 30905 POC: Mr. Eugene Cauley 706-787-0042 Eugene.cauley.civ@mail.mil The Delivery POC is responsible for inspection and acceptance of all items, incoming shipments, documents, and services. Certification by the Government of satisfactory goods or services provided is contingent upon the Contractor performing in accordance with the terms and conditions of the referenced agreement, this order, and all amendments. Payment for items purchased on the contract shall be through the Government Purchase card and paid against the contract. The Contractor shall make use of commercial best practices in the packing and shipment of packages, unless otherwise stated in this order. Offers may be submitted on the basis of either or both f.o.b. origin and f.o.b. destination and they will be evaluated on the basis of the lowest overall cost to the Government. The contractor shall provide, as requested, the products as described below. This requirement has been reviewed and contains no services that are inherently governmental functions, as no services are provided. Products will meet the above specifications. The products are: Swine, Yorkshire Cross Contractor shall include their price list inclusive of any government discount in response to this request. Note: This is not an all-inclusive list. Items may be added or deleted during the course of this Blanket Purchase Agreement (BPA). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. Interested persons may identify their interest and capability to respond to the requirement and submit proposals. All proposals received after the date of publication of this synopsis will be considered by the Government.
