Description

INTENT TO SOLE SOURCE 1. Contracting Activity: The agency responsible for this acquisition is: Michael E. DeBakey Medical Center Veterans Affairs Medical Center (MEDVAMC), 2002 Holcombe Blvd. Houston, Texas 77030 VISN 16. The Contracting Officer for this procurement is Anthony Marion. The Department of Veteran Affairs intends to negotiate and award a contract on a sole source basis to The Emergency Care Research Institute (ECRI), 5200 Butler Pike, Plymouth Meeting, PA 19462-1928. 2. Description of Supplies/Services Required to Meet the Agency's Needs: Alerts Tracker, and Health Device Gold Online (HDG). This is an online subscription for VISN 16 facilities membership. Alerts Tracker Product Coverage provide capital medical equipment and components, durable medical equipment, medical surgical supplies, electromechanical and biologic implants, clinical laboratory reagents, contrast media, drugs, blood products, and food products. Health Device Gold provides access to a database of information that includes alerts associated with both drugs and products/equipment. HDG provides information for healthcare products, suppliers and service providers for healthcare technologies around the world, unbiased reports, hazards and recall alerts, problem reporting system, consultation services, product evaluations, detailed guidance articles. 3. Statutory Authority Permitting Other than Full and Open Competition: 41 USC Â §253(c) (1), as implemented by FAR 6.302.1 (X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 4. Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): ECRI Institute is a nonprofit organization of applied scientific research to discover which medical procedures, devices, drugs, and processes are best to improve patient care. ECRI provides research, information, and advice, including customized consulting and collaboration, memberships, publications journals, alerts, resource guides, newsletters, collecting and analyzing patient safety data, and investigations. ECRI Institute is the sole and proprietary provider of the research offered through ECRI membership programs; and owns full copyright for the published materials. 5. Performance Period: The performance period is base year plus four twelve month option periods. The base year performance period is November 1, 2014 to October 31, 2015 6 Type of Contract: Firm-Fixed-Price. 7. The Government believes that only one business can satisfy the agency requirements. Contractors interested shall provide their capability statement meeting the entirety for the government needs. Contractor shall respond to this intent to sole source no later than October 10, 2014 at 2:00PM (CST). Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligated to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
