- The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction contract entitled: Little Goose Navigation Lock Downstream Gate, Hydraulic Power Units Installation. The work will be done at Little Goose Lock and Dam (Columbia County, Washington). This will be a firm-fixed-price construction contract. The North American Industry Classification System (NAICS) code for this project is 238220 and the associated small business size standard is $15M. Magnitude of Construction is under $150,000.00. This sources-sought announcement is a tool to identify businesses with the capability and technical experience to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement for small business concerns. A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. The contractor must possess extensive experience in fluids equipment installation, operations, commissioning, and as a service provider. Possess experience with interfaces between new and existing systems for relevant hydraulic power unit and controls systems. The Contractor must demonstrate experience, qualifications, and physical plant necessary to conduct quality control testing and commissioning for on-site testing requirements. A) For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the magnitude of the scope of this project, held by your firm and/or in-house personnel. B)A reference list for each of the projects submitted in #1 above. Include the name, title, current phone number and email address. C)Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D)Provide a statement that your firm intends to submit an offer on the project when it is advertised. E)Provide a statement of your firm's bonding capacity. Your response to this notice must be received on or before 4:00 PM Pacific Daylight Time on October 15, 2014. Summary of Scope of Work: The work consists of the following major elements: 1.Removal and disposal of each of the two (2) existing hydraulic power units (HPUs), ancillary equipment, hoses and associated hydraulic oil. 2.Removal and disposal of existing electrical control system for the HPUs. 3.Inspecting (external and internal) and submitting a written report of the two existing Hydraulic Cylinders. 4.Installation of two new identical, Government Furnished (GF), HPU's. 5.Installation of GF HPUs electrical control system. 6.Supply and installation of hydraulic hoses, pipe, and other ancillary equipment. 7.Supply and installation of conduit(s), cable and other ancillary equipment. 8.Operational and performance tests of each new HPU and associated control system. 9.Submitting necessary submittals for review and approval prior to initiating work. 10.Submitting as-built drawings after completion of installation. Each of the two (2) new GF HPUs will be identical. The units have proportional directional control valves equipped with on-board electronics and limit switches consisting of magnetostrictive type linear velocity displacement transducers (LVDT) and their respective programmable displacement controller (PDC). The control valves will be used to maintain a balanced actuation of each of the gates on each side of the navigation lock via a master-slave relationship between the HPUs. After installation, the HPU's must be able to actuate the hydraulic cylinder (that opens and closes the gates) equally and together within plus or minus 1 inch of each other. Each GF HPU will include the following: a.A 150 gallon reservoir with a lower drip pan for secondary containment. To facilitate an envelope installation, the size of the reservoir, will not exceed 48 inches long x 48 inches wide. The reservoir will have a valved drain connection with a lockable handle. b.A hydraulic pump will be a pressure compensated piston pump with a load sensing compensator. The pump's maximum pressure rating is 3600 psi and an adjustable range of 250 - 2000 psi. The pump will have an adjustable maximum volume limiter and be capable of delivering full flow of 45 GPM. c.A 40 hp electric motor made of cast iron construction, with a totally enclosed and fan cooled. The motor will be a NEMA design B motor and with a 1.15 service factor. The motor will meet all requirements for motors in severe duty environments. d.A separate pump/motor assembly to facilitate off-line filtering of the hydraulic fluid (kidney loop). e.Chevron Rykon 46 hydraulic oil (or equal) to completely fill the system plus 10 percent reserve fluid. The GF limit switches (one for each miter gate) are Linear Velocity Displacement Transducers ( LVDTs), made of stainless steel, heavy-duty, high shock/vibration and extreme outdoor weather environment rated, magnetostrictive technology type. The LVDTs will have these minimum specifications as follows: a)13.5 - 30 VDC Input Voltage b)Current draw less than 200 mA at 15VDC c)4-20 mA Output d)+/- 0.05% of Full Scale Accuracy/non-linearity e)+/-0.006% of Full Scale Repeatability f)maximum 2 quote mark null zone and 3 quote mark dead zone g)79 quote mark electrical stroke length to make an overall rod length of 84 quote mark h)equipped with a quick disconnect connector Limit switches will include their respective Programmable Displacement Controller (PDC), and be microprocessor based, capable of self check, self diagnostic, designed for use in linear machine control application, enclosed in a NEMA type 4 enclosure. The PDC accepts 4-20 mA input and 24 VDC output for use with Linear Velocity Displacement Transducers, operate on 115 VAC, 50/60Hz input, equipped with nonvolatile memory to prevent from loss of memory in the event of power failure/interrupt, the electrical contacts shall be included, minimum 18 contacts, 12 normally open (NO) and 6 normally closed (NC). The Government will provide for contractor installation HPU control system components such as control consoles, valve and gauge panels, programmable logic controllers (PLC's), PLC CPU processor module, and linear displacement transducer limit switches. The contractor will be responsible for miscellaneous conduit, fittings, wires and cables necessary for final installation of power and control circuits. The contractor shall conduct operational and commissioning tests for the installed HPU units and control system. Tests shall be performed with the new control system fully integrated into the power units. All component set points shall be verified for proper operation of the miter gates at Little Goose dam. The contractor will be required to coordinate the on-site commissioning with the HPU and control systems manufacturer's representative during start-up and acceptance testing. The contractor will be required to furnish post-award submittals for Government review and acceptance for items such as test reports. The contract requires completion of all work at the navigation lock within a finite work window of 14 calendar days in the March 2015 time frame. Work must be completed within the specified work window in order to return the navigation lock to service in accordance with a coordinated Columbia/Snake River navigation system outage plan. The Contractor must be able to staff (supervision and labor) and provide on-site physical plant to support work shifts as necessary to meet the requirements of the aggressive construction schedule constraints. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance Activity Hazard Analyses for each phase of work and a project specific Fall Protection Plan that comply with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor shall be required for each shift of the contractor's on-site operations. The SSHO shall possess a minimum of 5-years experience in construction safety on similar projects, shall have completed the 30-Hour OSHA Construction Safety training within the last 5-years, and shall have completed at least 24-hours of formal safety training each year for the past 5-years. This contract will require the Contractor to furnish mobile crane equipment, crane operators, and rigging equipment that comply with the certification and testing requirements of EM 385-1-1. The contractor will be required to perform the on-site work in compliance with Government Safe Clearance/Hazardous Energy Control Procedures. Prior to commencing on-site work, the contractor will be required to complete applicable safe clearance training for all personnel working in areas involved with Hazardous Energy Control. The Contractor will be responsible for establishing and managing an effective Contractor Quality Control (CQC) System that will require the development and submission of a comprehensive project specific CQC Plan for Government acceptance. A CQC System Manager employed by the prime contractor shall be required to be on-site for each shift of the Contractor's operations. The CQC System Manager must possess a minimum of 5-years relevant experience in a supervisory or management position such as Quality Control Manager, Quality Assurance Manager, or Construction Manager directly involved in the management of construction quality at the project site. In addition, the CQC System Manager shall have completed the course entitled quote mark Construction Quality Management for Contractors quote mark within the last 5-years. The Contractor will be required to use the Government-furnished Construction Contractor Module (referred to as QCS) of the Resident Management System (RMS) to record, maintain, and submit various forms of information throughout the contract period. QCS is a Windows-based program that can be run on a stand-alone personal computer or on a network. The Government will make the QCS software available to the Contractor after contract award. The project will involve the development and management of Contractor furnished submittals for items such as pre-construction plans, product data, test reports, and contract close-out documentation as required by the technical specifications of the contract. The Contractor will submit a written report based on the findings of the external and internal inspection of both miter gate hydraulic cylinders. This inspection must be performed by qualified personnel with a minimum 5 years of experience with inspection, manufacturing, operating and maintaining hydraulic cylinders with similar size, stroke and operability. The Contractor will be executing this work in close coordination with the Little Goose project staff during concurrent Government operations and maintenance work within and around the navigation lock. Additionally, the government will be performing inspections of the downstream miter gate and operations equipment associated with the navigation lock during the same work window for the HPU and control system installation. Miscellaneous work within the project includes the delivery of As-Built Drawings to the customer.
