Description
Under the authority of Section 418 of the National Parks Omnibus Management Act of 1998 (Public Law 105-391), the National Park Service announces the availability of a limited number of Commercial Use Authorizations (CUAs) for commercial services within Channel Islands National Park ("Park"). The commercial services authorized consist of guided sea kayaking within the Scorpion Bay Area of Santa Cruz Island. The boundaries for the area are from Coche Point east to Scorpion and San Pedro Point and around the south side of the island to Sand Stone Point. This commercial service will be authorized for a 2-year period, from January 1, 2015 thru December 31st, 2016. The number of CUAs available for these commercial services in this specific area of the park is being limited to three (3) in order to preserve this fragile natural area and properly manage Park resources and values (consistent with the National Park Service's legal obligations under 16 U.S.C. §5966(b)(2)(D). A multi-step process will be used to select the applicants to whom the available CUAs will be issued. If there are more qualified applicants than the number of CUAs available, a competitive process will be followed to evaluate and award the CUAs. In the first step of the selection process, applications will be reviewed for completeness and timely submission. Complete and timely applications will qualify, depending on number, either for issuance of a CUA (if that number is equal to or less than the total number of available CUAs) or further consideration in a second step of the selection process. If a second step is necessary, applications will be evaluated and their relative qualities assessed on the factors specified in the instructions to the application forms. Any CUA issued will be subject to a number of terms and conditions concerning the certification of the guides, operations (including safety), insurance and other liability requirements. Applications must be made on application forms obtained from the Park. To be considered, applications must be received between the dates of October 6th, 2014 and received by the Park no later than 3:00p.m., Friday, November 21, 2014.
