- JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1. CONTRACTING AGENCY: U.S. Army Intelligence and Security Command (INSCOM) 2. DESCRIPTION OF ACTION: This action is to procure Global Traffic Managers and Local Traffic Managers manufactured by F5 Networks, Inc. Nature:F5 Global and Local Load Balancers in support of Enterprise SharePoint Pricing:Firm Fixed Price (FFP) Funds:$245,000.00 3. DESCRIPTION OF SUPPLIES/SERVICES: The total estimated value of the proposed action is $245,000.00 This action is to procure Global Traffic Managers and Local Traffic Managers manufactured by F5 Networks, Inc., because F5 Networks is the leading developer and provider of application delivery devices. Their core technology is a full-proxy, programmable, highly-scalable software platform called TMOS (Traffic Management Operating System). The INSCOM G3 Intelligence Information Systems (IIS) embarks on providing enterprise SharePoint services for the U.S. Army, it is imperative to maintain high availability of its SharePoint farm. The INSCOM G3 IIS on Fort Belvoir Virginia is the requiring activity. 4. AUTHORITY CITED: FAR 6.302-1(c) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. (Brand Name) 5. REASON FOR AUTHORITY CITED: There are other companies that offer similar solutions but switching to another vendor will cost the government additional monies in installation and training costs in addition to causing delay to provide Army Enterprise SharePoint hosting. The f5 LTMs balance network traffic across a number of hosts, helping to enhance the scalability and availability of mission critical, IP-based services; in our case... websites. In laymen's terms, a user browses to a website but first the requests get routed through the network load balancing devices. These devices then determine what webserver has the available resources and availability to respond to the request and directs the users to that server. This alleviates overload of servers and ensures that a user's request goes to a server that is able to respond. Additionally, the GTM (DNS-2200) perform site-to-site load balancing. While servers with the same content can physically be at multiple locations, users typically will only retrieve data from a single site. In the event of a site failure (ie, site power outage, terrorist attack, natural disaster, etc) the GTM can detect the primary servers are offline and inaccessible and direct user network traffic to an alternate set of LTMs at a disaster recovery site. 6. EFFORTS TO OBTAIN COMPETITION: Based on market research performed, as outlined in section eight (8) below, it was determined that this requirement can be competed on the Army Computer Hardware Enterprise Software and Solutions (CHESS) site. 7. ACTIONS TO INCREASE COMPETITION: Based on market research performed, as outlined in section eight (8) below, it was determined that this requirement can be competed on the Army Computer Hardware Enterprise Software and Solutions (CHESS) site. 8. MARKET RESEARCH: In searching the FPDS-NG website, the database is reflecting that as of September 27 2014 there are 436 contract vehicles and/or modification between the Army, Air Force, and Navy Departments for NAICS Code 541519, going back to February 2002 (FY02). The f5 company sells their products through several resellers that have submitted quotes via the CHESS site during the initial market research. 9. INTERESTED SOURCES: The RFQ was issued on Army CHESS (Formally known as Army Small Computer Program) in accordance with AR 25-1 which designates CHESS as the primary source for Army Commercial IT purchases. This requirement has not been posted on ASFI/FedBizOpps to obtain any interested sources, because this is readily available on Army CHESS. 10. OTHER FACTS: G3 has purchased several f5 devices in the past for use on other networks in a similar configuration. In order to successfully implement the Army Enterprise SharePoint solution, the purchase of the devices listed above is required. Deviation from existing hardware architectures would create additional work and expense in operating and application support. Since, f5 brand hardware is already the in use at HQINSCOM and DAIIS, systems administrators have the necessary experience and knowledge to quickly and effectively install, configure and utilize the hardware once it arrives onsite.
